Description
NASA/KSC plans to issue a Request for Proposal (RFP)] for Replacing Air Handling Units at KSC's Space Station Processing Facility. This contract effort will consist of a single base bid item Replace Air Handling Units, Space Station Processing Facility. This is the first of five similarly scoped and sized projects that may be released in subsequent years. SCOPE OF WORK:The contractor shall provide the necessary resources to replace indoor air handling units (AHUs) and dedicated outdoor air units with new custom fabricated fan-wall style units including all associated mechanical (piping and ductwork), electrical, and controls work in the KSC Space Station Processing Facility (SSPF). Existing units will be replaced with new fan-wall air handling units, requiring careful selective demolition work. The new units will service a 300k clean-work area requiring special care minimizing particulate contamination during the delivery, storage and tie-in of new units. Work associated with the demolition and tie-in of new AHUs will be restricted to specific work-windows. Controls work will involve tying into an existing Andover control network. Fire suppression work will require minor modifications of affected heads, selective removal and reinstallation of existing duct smoke detectors, and localized testing of affected components. Facility will be fully occupied while work is to be completed. The order of magnitude for the procurement is between $500,000 and $1,000,000 and the effort shall be completed within 240 calendar days after notice to proceed. The NAICS Code and small business size standard for this procurement are 238220 and $14M, respectively. The anticipated release date of the RFP is on or about August 16, 2012 with an anticipated offer closing date of on or about September 13, 2012. The firm date for receipt of proposals will be stated in the RFP. All responsible sources may submit a proposal which shall be considered by the agency. NASA Clause 1852.215-84, Ombudsman, is applicable. The Center Ombudsman for this acquisition can be found at http://prod.nais.nasa.gov/pub/pub_library/Omb.html. The solicitation and any documents related to this procurement [including the specifications and drawings] will be available over the Internet. These documents will reside on a World-Wide Web (WWW) server, which may be accessed using a WWW browser application. It is the offeror's responsibility to monitor the Internet site for the release of the solicitation and amendments (if any). Potential offerors will be responsible for downloading their own copy of the solicitation [including the specifications and drawings] and amendments (if any). The clauses at 52.236-2, Differing Site Conditions, and 52.236-3, Site Investigations and Conditions Affecting the Work, will be included in any contract awarded as a result of the solicitation. Accordingly, offerors or quoters are urged and expected to inspect the site where the work will be performed. An organized site visit will be conducted. The date of the site visit will be included in the RFP. All contractual and technical questions must be submitted in writing to robert.glanowski@nasa.gov. Telephone questions will not be accepted.
