- NAVSUP Fleet Logistics Center Philadelphia intends to acquire technical and engineering support on a sole source basis from Georgia Tech Research Institute (GTRI) in support of Joint Staff J6. The contractor shall provide technical and engineering support by reviewing the current C2 Core product suite while providing expert advice and assistance for enterprise-wide issues. The acquired services must be compatible with the previous services and shall be provided without significant disruption of current processes. This is a Notice of Intent to Sole Source a short term contract to GTRI for a period of performance from 23 September 2012 through 23 November 2012. The short-term sole source award will made to the incumbent contractor for continuation of services currently ongoing until award of a competitive acquisition. A firm fixed price (FFP) type purchase order is anticipated. The procurement is being processed through other than full and open competition pursuant to the statutory authority of FAR 13.106-1 (b). The continuation of analysis, assessment, and technical integration support from GTRI is needed to avoid disruption of ongoing efforts supporting demonstrations of the C2 Core Data exchange Standard and it direct support to DoD national Information Exchange model (NIEM) convergence. The sole source contractor is uniquely qualified as they are currently providing support to The Joint Staff J6, Deputy Director for C2 Integration, Data and Service Division. The contractor has the immediate expertise and a richly developed support system already in place to continue support due to the fact that they are the incumbent contractor currently providing these services. GTRI is the only contractor capable of providing these services in the time and at a level of performance required. This will be a short term award to allow for the continuation of required services while the larger Joint Staff J6 support program is awarded. Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. However, the Government will consider all proposals received within five days after the date of publication of this synopsis. Information received as a result of this notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed procurement action based on the responses received is solely within the discretion of the Government. The Government will not pay for information received.
