- AMENDMENT NOTICE:This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice.The solicitation number is NB682010-12-05392 and is issued as an invitation for bids (IFB), unless otherwise indicated herein.The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-58. The associated North American Industrial Classification System (NAICS) code for this procurement is 334515 with a small business size standard of 500.00 employees.This requirement is unrestricted and only qualified offerors may submit bids.The solicitation pricing on www.FedBid.com will start on the date this solicitation is posted and will end on 2012-08-15 12:30:00.0 Eastern Time or as otherwise displayed at www.FedBid.com.FOB Destination shall be GAITHERSBURG, MD 20899 The DOC National Institute of Standards and Technology requires the following items, Meet or Exceed, to the following: LI 001, Scientific Grade CCD Camera Must meet or exceed the following specifications: 1.The CCD camera shall have a QE > 70% over the wavelength range 400nm ? 850nm and QE > 30% from 350nm ? 400nm and from 850nm ? 1000nm. The camera shall be provided with a wedged window in front of the chip (no AR coating). 2.The chip shall have dimensions of at least 1340 pixels wide and 100 pixels high for use with a spectrometer. The pixel size shall be no greater than 20 microns x 20 microns. 3.Shall come with adapter to the output of an Acton SP-2750 spectrometer and have an external shutter. 4.Shall have a read noise no greater than 3 e- rms. 5.Shall have a dark current below 4 e-/pixel/hour. 6.Shall have a well capacity of at least 200ke-. 7.Shall have low nonlinearity (<1%). 8.Chip may be TE or liquid N2 cooled. TE cooled preferred. 9.Shall have options of ADC rates of at least 100kHz and 1-2MHz. More options better. 10.Shall have a USB interface to a Windows 7 computer and shall allow computer control of data acquisition, including allowing the user to specify read rate, on-chip binning parameters, and regions of interest (ROI). 11.Shall provide binary file structure of data files., 1, EA; Solicitation and Buy Attachments ***Question Submission: Interested offerors must submit any questions concerning the solicitation at the earliest time possible to enable the Buyer to respond. Questions not received within a reasonable time prior to close of the solicitation may not be considered.*** For this solicitation, DOC National Institute of Standards and Technology intends to conduct an online competitive reverse auction to be facilitated by the third-party reverse auction provider, FedBid, Inc. FedBid has developed an online, anonymous, browser based application to conduct the reverse auction. An Offeror may submit a series of pricing bids, which descend in price during the specified period of time for the aforementioned reverse auction. DOC National Institute of Standards and Technology is taking this action in an effort to improve both vendor access and awareness of requests and the agency's ability to gather multiple, competed, real-time bids.All responsible Offerors that respond to this solicitation MUST submit the pricing portion of their bid using the online exchange located at www.FedBid.com.
