Description

The Department of the Treasury, Internal Revenue Service (IRS) intends to issue a purchase order on a sole source basis to Organization for Economic Cooperation, (OECD) 2001 L Street, NW #650, Washington, DC 20036 under the authority of FAR 13.106-1(b)(1). This acquisition is for 314 Transfer Pricing Guidelines Multinational Enterprises (9789264090330/PC67851) and 314 Tax Administrations and Model Tax Convention on Income and on Capital Condensed Version 2010 (9789264089488/PC675898). Multiples ship to address within CONUS. All responsible sources that can provide the above requirements shall submit written quotations no later than 5 days (Next Thursday August 09, 2012) from the published date of this announcement. No solicitation will be issued, therefore, such requests for solicitations will be considered non responsive. Evaluation/ award will be based on lowest price to the government. All quotes shall include price(s), FOB point, number of days for delivery, a point of contact- name and phone number, business size and payment terms. If no affirmative responses are received, the award will be made to OECD. All Treasury contractors are required to register in the System Award Management (SAM) database prior to execution of award.
