- Market Research and Sources Sought Notice for information on capability and availability of potential contractors to perform services on power plant generator cooling water piping for the USACE Nashville District. THIS IS A SOURCES SOUGHT NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSAL. THERE WILL NOT BE A SOLICITATION, SPECIFICATIONS, OR DRAWINGS AVAILABLE AT THIS TIME. The purpose of this Market Research and Sources Sought Notice is to gain knowledge of interest and capabilities of potential qualified members of industry, to include Small Business firms. Responses to this Sources Sought Synopsis will be used by the government in making appropriate acquisition decisions. The type of solicitation to issue will depend upon the responses to this sources sought synopsis. The Government must ensure there is adequate competition among the potential pool of responsive contractors. The type of set-aside decision to be issued will depend upon the responses to this sources sought. As stipulated in FAR 15.201, responses to this notice are not considered offers and cannot be accepted by the Government to form a binding contract. The decision to solicit for a contract shall be solely the Government's discretion. This sources sought notice is not to be construed as a commitment by the Government, nor will the Government pay for the information submitted in response. Respondents will not be notified of the results of any government assessments. The U.S. Army Corps of Engineers, Nashville District, anticipates a future procurement for a service project titled Furnish and Install Cooling Water Piping, Center Hill Dam. Center Hill Dam is located at Mile 26.6 on the Caney Fork River in DeKalb County, TN. The work consist of furnishing labor, equipment, tools, supplies, and materials for removal and disposal of the existing generator cooling water piping, strainer, pressure regulators, vent piping, fittings, valves, pipe hangers and roller supports, controls, flow indicators with alarms and associated accessories for Generator Unit #1. Also replacement with supply piping, discharge piping, strainer, pressure Regulators, vent piping, fittings, valves, pipe hangers and roller supports, controls, flow indicators with alarms and associated accessories for Generator Unit #1. The power plant elevator does not access the penstock gallery. The penstock gallery is directly below the turbine floor. Moving materials and equipment to the penstock gallery is accomplished by opening an existing hatch located on the turbine floor. The hatch door is 36 inches x 36 inches, but to avoid interference with the hatch door hardware, the usable opening is approximately 33 inches x 30 inches. The reach the turbine floor, materials and equipment are first lowered from the assembly bay to the station service bay using the power plant overhead crane. Temporary cranes and hoisting equipment are then used to move materials and equipment up a ramp from the station service bay to the turbine floor. The contractor is responsible for providing any temporary cranes and hoisting equipment as needed to move materials and equipment to their intended locations. The cranes and hoisting equipment shall also be capable of raising materials and equipment back up to the assembly bay. The design, certification, installation and load testing of all temporary cranes and hoisting equipment shall be submitted by the contractor and approved by the Contracting Officer's Representative (COR) prior to mobilization. Minor modifications to piping configurations and routing will be considered by the COR, but must be approved before commencement of work. The proposed project will be a Firm Fixed Price contract. The estimated magnitude of the entire contract is between $250,000 and $500,000. North American Industrial Classification System (NAICS) Code applicable to this acquisition is 238220. Small Business Size Standard for this acquisition is $14 Million. (3) Business size/classification to include any designations as Small Business, HUBZone, Service Disabled Veteran Owned, or 8(a) shall be indicated on first page of submission. (4) Documentation from surety or their agent of your capability to be bonded for bid, performance and payment bonds for this project; (5) A Statement of Capability (SOC) stating your skills, experience, and knowledge required to perform the specified type of work. This SOC should be a brief description of your company's capabilities. Include a statement detailing any special qualifications and certifications, applicable to the scope of this project, held by your firm and/or in-house personnel. The potential offers should provide brief references of relevant work they have performed and the magnitude. (6) Offerors (other than small businesses) should also provide their assessment of the degree of involvement by small and SDB subcontractors, stated as a percentage of subcontracted dollars. (7) Joint venture information if applicable; existing and potential. Interested Firms shall respond to this Sources Sought no later than 12 Noon CST on August 9, 2012.
