- NAICS Code: 334516 The U.S. Environmental Protection Agency (EPA) Region 7, under the authority of the Federal Acquisition Rules (FAR) Part 13, Simplified Acquisition Procedures, intends to issue a sole source purchase order to FLIR Systems, Inc., for purchase of an infrared gas-imaging camera. Scope and Capabilities: The objective is to obtain a FLIR GF320 infrared (IR) camera to use for determining compliance with Leak Detection and Repair (LDAR) provisions in the Clean Air Act, including Reference Method 21 monitoring, and other investigative purposes. NO SOLICITATION OR REQUEST FOR QUOTE IS AVAILABLE. FLIR Systems is the only vendor capable of supplying the IR cameras required. The EPA has developed the Clean Air Act monitoring method for air toxics and volatile organic compounds (VOCs) based on its existing FLIR cameras. As such the required camera and lenses are specific to and compatible with EPA?s investigative procedures for air toxics and VOC monitoring. Furthermore the FLIR camera is the only instrument with an option of an interchangeable near-field and telephoto lenses, is an appropriate size for navigating narrow walkways and climbing ladders, and that has a temperature pixel in the image that the operator can use to measure the emissivity (apparent temperature) of an object. Notwithstanding, any firm who believes it is capable of meeting EPA's requirement as stated herein may submit a response, which if received within 10 calendar days of the date of this announcement, will be considered. Responses to this posti ng must be in writing. A determination not to compete the proposed Purchase Order based upon the responses is solely within the discretion of the Government.
