Description
THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. This is a notice of intent to award a sole source contract under statutory authority 10 United States Code (U.S.C.) 2304(c) (1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The Mission and Instillation Contracting Command (MICC) Fort Jackson intends to make a sole source award to Intergraph Government Solutions (IGS) for IGS Computer-Aided Dispatch (I/CAD) System software renewal at Fort Jackson. The justification for the sole source requirements as follows: lntergraph Computer-Aided Dispatch (I/CAD) System is an lntergraph proprietary product. This software is considered proprietary and confidential, and was delivered with restricted rights to the source code, including the sole right and ability to modify it to resolve technical issues or enhance the solution. As the owner and developer of this software, lntergraph is the only authorized service provider. lntergraph has not licensed the rights to maintain and/or modify I/CAD to a third party. lntergraph is the only reasonable source for the support of the I/CAD System. Based on the proprietary nature of the lntergraph Computer-Aided Dispatch (I/CAD) System software, MICC Fort Jackson has not identified any other sources that can provide software renewal for the required product. The anticipated period of performance for this effort is expected to be five years from the date of award. The North American Industry Classification System (NAICS) code for this requirement is 511210 and the size standard is $25,000,000. Response to this notice must be received via email to the identified POC providing clear and convincing evidence of capabilities, qualifications and compatibility with the existing I/CAD system as well as convincing evidence that competition would be advantageous to the Government. In doing so, interested sources must submit technical capabilities, pricing, and other information that demonstrates their ability to meet the Governments needs. Such qualifications and/or capabilities will be used solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. Requests should be marked with Referencing "I/CAD Software Renewal". A determination by the Government not to conduct this effort as a full-and-open competitive procurement, based upon responses to this notice, is solely within the Government's discretion. This notice of intent to award is not a request for competitive proposals. However all proposals received by the appointed due date will be considered by the Government. A determination by the Government not to compete with this proposal based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A solicitation will not be issued. In the absence of qualified sources, a firm fixed price contract will be awarded under the Other than Full and Open Competition procedures, pursuant to 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The anticipated award date is August 15, 2012. Interested parties may identify their interest and capability to respond to the requirement or submit proposals. All inquiries must be submitted in writing to the contract specialist, Charles Taylor at Charles.e.taylor46.civ@mail.mil. Response to this notice must be received by 10 August 2012, no later than 12:00 PM Eastern Standard Time. Responses received after the aforementioned response time or without the required information will be considered non-responsive to this synopsis and will not be considered. Telephonic inquiries will not be accepted.
