- Questions and Answers are provided in Amendment 0001. The Mission Contracting Office, Fort Leavenworth, intends to issue a solicitation for Multi-Source Assessment and Feedback (MSAF) Program Coaches. The overall scope of this procurement will include the following: This support contract enables CAL to execute the Center's designated functions of conducting research and assessing the quality of leadership and leadership development practices pursuant to TRADOC Regulation 10-5-4, para 4-17.c.(3) and its requirement to oversee the Army-wide program for leader 360 assessment, MSAF. Coaches shall provide confidential, individual one-on-one feedback to participants that will enable each participant to capitalize on the results of his or her MSAF results. Coaches shall guide participants through the information presented in the MSAF feedback report, provide substantive comments on the analysis and provide the participant assistance in addressing identified developmental needs. The contractor shall provide a scheduling tool or link for leaders to schedule coaching sessions. Contractor shall deliver the plan and materials for a training and certification program applicable to all coaches working under this contract. The contractor shall produce improvements to materials used in coaching and incorporate them into coaching practices. The contractor shall gather and provide data to assist with program evaluation, which will be conducted by Government personnel to assess coaching and program effectiveness. The Government anticipates a solicitation release date on or about June 27, 2012 through Federal Business Opportunities (FedBizOps) website. A single award of a Firm Fixed-Price contract is anticipated and award will be made to the offeror who provides a proposal that best meets the Government's requirement. All requirements, evaluation criteria, basis for contract award and proposal due date will be provided as part of the solicitation. The anticipated period of performance will consist of a one year period of performance with two 12-month optional periods of performance. This procurement is set-aside 100% for Service Disabled Veteran Owned Small Business concerns only; under NAICS Code 611430 and who meet the small business size standard of $7 Million. All prospective offerors must have a Commercial and Government Entity Code (CAGE Code) and be actively registered in the Central Contractor Registration (CCR) at www.ccr.gov and must have completed the Online Representations and Certifications Application (ORCA). This is a pre-solicitation notice only. Inquiries resulting from this notice will not receive a response. The solicitation and any documents related to this procurement will be available at the Government wide Point of Entry at http://www.fbo.gov/ and https://acquisition.army.mil/asfi. Requests for printed copies of the solicitation will not be accepted. Contract W91QF4-09-C-0020 was awarded to Serrano IT Services on 14 September 2009 for $1,719,031.00, inclusive of all option periods.
