Description
Purpose/Background/Description: a) The Aegis Ashore (AA) Program is conducting market research to determine interest in and capability to deliver a Poland AA Site in CY 2018. This research will help the Missile Defense Agency (MDA) obtain information to: 1) identify potential sources and experience to fulfill requirements, 2) develop an acquisition strategy, 3) identify barriers to competition and 4) determine documentation needed to support the program and proposal preparations. This request is for planning purposes only. It does not constitute a Request for Proposals (RFP), nor is it to be construed as a commitment by the MDA. The program office will consider responses received as exchanges of information. Respondents should properly mark any proprietary information, and the MDA will control it as such. Do not send any classified information. Participation in this effort is strictly voluntary. b) MDA established the AA Program on September 17, 2009 in response to the direction of the President of the United States. As part of the President's Phased Adaptive Approach (PAA) for ballistic missile defense (BMD), AA builds upon already fielded U.S. Ballistic Missile Defense System (BMDS) assets and adapts a sea-based weapon system for use on land. This will be accomplished by adapting the Aegis Weapon System (AWS) and Vertical Launching System (VLS) to the land based concept. The AA Missile Defense System (AAMDS) provides the capability to detect, track, intercept, and destroy ballistic missiles. It also provides long-range surveillance and tracking data to the MDA BMDS in support of the engagement of ballistic missiles and can use other sensor information to extend its protection over a larger region. Additionally, AA will be a reconstitutable system which allows for removal and reinstallation as required. The U.S. Navy, as the lead Service, will operate and maintain the AAMDS, which will be fully integrated into the U.S. Navy fleet operations and support structure, and will be manned and operated by U.S. Navy sailors. c) The program office will have constructed an Aegis Ashore Missile Defense Test Center (AAMDTC) at the Pacific Missile Range Facility (PMRF) in Hawaii and an AAMDS in Romania by FY15. The future system in Poland will have the same configuration as the one in used in the PMRF and Romania and use the same fleet hardware. The logistics support concepts will be similar for all three sites. 2. Requirements: a) Information on your capability to field the AAMDS in Poland to include the capability to transport, build, install, integrate and test the equipment listed below. Government Furnished Equipment (GFE) would be provided by the government, Build to Print (BTP) would be a technical data package for use in manufacturing or construction. Equipment - GFE or BTP Deck House and Deck House Support Building - BTP Aegis Combat System (ACS) equipment - GFE Skids - BTP Hull, Mechanical and Electrical (HM&E) equipment - GFE Mechanical, Electrical and Plumbing (MEP) equipment - BTP SPY Arrays - GFE Array frame & array foundation - BTP Waveguides - GFE Waveguide foundations - BTP Mission Critical equipment (generators, fire pumps, HVAC systems, fire protection water system, ventilation cooling and heating system - BTP Fire suppression system - BTP Aegis Computer Program - GFE False floors and fire trace - BTP Display system - GFE Security system - BTP RADHAZ system and surrounding fencing - BTP Communications internal to the Deck House - GFE Vertical Launcher System (MK41) - GFE Launch Support equipment - BTP Connection of distributive systems and services and cables - BTP b) Information on your capability to include on site alignment of the following equipment listed below: Equipment - GFE or BTP SPY Arrays - BTP Array frame - BTP Aegis Weapon System (AWS) equipment - BTP Battery alignment at the Deck House - BTP c) Small business participation will be a consideration during the acquisition strategy development. 3. Should an RFP be released, MDA will provide qualified sources a technical data package. Please provide a description of your capabilities to conduct the above requirements, in whole or in part, plus any additional documentation that you believe would be beneficial to support this effort. Identify any limiting factors and/or risks which impact your ability to respond to this RFI. 4. Respondents Submittal. a) If you can meet the requirements and information requested, submit your responses (In Adobe electronic format) no later than August 13, 2012. b) MDA will evaluate responses and may request a capability presentation. Respondents interested in presenting a capability briefing should send an email (subject line: "RFI: Poland AA Effort") to brandon.burton@mda.mil no later than August 6, 2012. All responses to this notice should include the following: Company Name, Point of Contact, Address, Telephone and Fax Numbers, Email Address. MDA may schedule an industry day to facilitate additional information exchanges about the program. c) Any and all costs incurred in responding to this RFI, including conducting a capability presentation, shall be borne by the respective respondents. MDA will not reimburse any costs and will not be liable for any costs associated with responses to this RFI. Any questions with "Proprietary" or other restrictive markings will not be answered. Please submit all questions by COB July 27, 2012. All other information remains unchanged. Amendment 3: Hereby 1) extends the closing date from August 3, 2012 to August 13, 2012; 2) revises the submission date for briefing requests from July 27, 2012 to August 6, 2012; 3) allows interested parties, if they desire, to revise and resubmit responses that were submitted prior to this amendment and 4) incorporates the following questions submitted by interested parties and answers provided by the Government: Questions and Answers: Question 1. I am hoping to find out if there is currently an incumbent contractor/contract number associated with the MDA Poland Aegis Ashore Site Effort RFI (HQ0276AARFI1) that was recently posted on FBO. If not, is this a brand new effort? No, this is a brand new effort. Question 2. Will only companies that respond to the RFI, and are judged to be qualified, be considered to receive the technical data package referred to in item 3? Or, will MDA solicit qualifications or proposals through a future unrestricted procurement process? No, at this time MDA plans to make the TDP available to all interested parties. MDA is still in the market research phase and has not determined the acquisition strategy for the Poland AA site at this time. Question 3. Do you have a notional or maximum page count for the response to the sources sought? No, a page count was not established for this RFI. Question 4. Just as a clarification, does the scope of work include construction of the infrastructure and facilities or is this just for services related to the equipment going into the facility? We do not presently have the scope of work nailed down. That is one of the reasons we have issued this RFI. Whatever qualifications you feel you have relative to this RFI would be appreciated and considered. Question 5. Does the government require completing environmental assessment work as part of this project? If so, would that be an appropriate response for this RFI or for a subsequent announcement? Any environmental compliance work would be part of a future RFP and was not intended to be part of this RFI. However, we would be glad to accept a response on the topic.
