Description
REQUEST FOR INFORMATION / SOURCES SOUGHT INQUIRY: HOSPITAL ACTIVATION SERVICES The Department of Veterans Affairs Rocky Mountain Contracting Network, NCO 19 is conducting a Request for Information/Sources Sought Inquiry into your firm's interest and capability to perform advisory and assistance services for the Eastern Colorado Health Care System Patient Center. The contractor will provide cradle-to-grave hospital activation consultant support to the NCO 19 for the activation of a new 1.2M SF Medical Center within the Eastern Colorado Healthcare System (ECHCS). Develop and implement overall Operational, Move, and Occupancy Readiness plans for the new Medical Center. Provide inputs to the VA's Integrated Schedule Manager to assist the VA in the creation, maintenance and enforcement of an Integrated Project Schedule that addresses all key project tasks and milestones leading to Day One of Patient Care. Plan, schedule, and implement all clinical and non-clinical functional preparedness efforts to ensure effective patient care in the new Medical Center with minimal impact on existing medical center functions: educate all appropriate staff and volunteers, coordinate resources, schedule planning, etc. Inventory of all existing furniture and equipment at the existing VA Medical Center and recommend to VA the proper disposition of same whether it is for re-use, donation or disposal. Provide move management and moving services include development of Master Move Schedule to fully coordinate relocation of patients, furniture (new & existing), medical equipment (new & existing), ancillary goods, supplies, staff and oversee all of the actual physical move efforts of the move against the AP's developed schedule. Include identification of required activation manpower (i.e. 10 housekeepers per floor for first clean to have ready in 5 workdays) to effectively meet move schedules. Work in conjunction with VA Human Resources, Public Relations and Support Services Departments to develop education, training and orientation plans for occupancy. Assist VA with preparations for Joint Commission Accreditation of the new medical center and transition activities associated with moving out of the existing medical center. This effort includes the full range of consultative requirements to conduct the activation process, including: "Develop overall plan for transition into new and renovated facilities, while using best professional and project management practices. "Develop Operational, Patient, and Move/Occupancy Readiness work plans and schedules for clinical and non-clinical transition to the new facility and renovated areas "Develop and implement move, transition, and relocation plans and schedules as directed by the VA for individuals and/or departments to support the ongoing construction activities of the project. "Develop and implement project tracking tools to effectively manage project to timeframe and resource allocations. "All aspects of the activation process and procedures. All services shall be performed on-site at 13611 East Colfax Avenue, Aurora, CO, 80045; or other specified ECHCS location. The contractor will be responsible for providing consultants that are experienced in the activation of a hospital to accomplish the work under the Performance Work Statement (PWS). The government contemplates a single award Firm Fixed Price contract. The services required in this acquisition are unique to the standing up of a new hospital facility. This requirement will be solicited to all qualified sources under full and open competition. Please provide your business size standard. The NAICS for this acquisition is 541611 with a size standard of $14 million. The period of performance of this contract will be one (1) calendar year with four (4) annual renewable options. The contract base year is estimated to begin on or about November 26, 2012. Interested organizations are reminded that prospective contractors are required to have an active registration in the Central Contractor Registration (CCR) in accordance with Federal Acquisition Regulation (FAR) Part 4.11.
