- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The U.S. Army Corps of Engineers, Kansas City District has a recurring need for Cesspool service at Truman Lake. The Kansas City District intends to award multiple Blanket Purchase Agreements (BPAs) from this combine synopsis/solicitation utilizing full and open competition. As needed, this service will be acquired by placing calls against a BPA. The contractor shall furnish all personnel, equipment, labor, supplies, and services to provide, place, empty, and clean vaulted restrooms listed in Scope of Work at Truman Lake, MO. The contractor shall comply with all Federal, state, and local laws, ordinances, statues and regulations pertaining to the collection, transportation, and disposal of cesspool refuse and shall obtain required permits, licenses or other authorizations as may be required. Delivery locations and fees will be negotiated at the placement of each call. The total ordering capacity under each BPA shall not exceed $500,000.00 and no call issued under any of the BPAs shall exceed $4,000.00. Each BPA shall be valid for a period of five years or when total dollar amount of all calls issued under the BPA reaches $500,000.00, whichever comes first. Offeror's submitting prices should refer to Scope of Service located under 'Additional documentation' for a description of service that is needed to support Truman Lake. Offeror's are encouraged to submit prices and a description of service being provided. Prices submitted shall remain good through 31 December 2012. Subsequently, prices will be updated annually and remain good for a period of one year. Prices are to be submitted to Willie Hodges at Willie.e.Hodges@usace.army.mil by 2:00 PM CST, September 5, 2012. No facsimile submittals will be accepted. Offeror's may submit prices in any logical format; however, the document submitted must be compatible with Microsoft Word. To be considered for award all prospective contractors must be registered in the Department of Defense (DOD) Central Contractor Registration (CCR) and the Online Representations and Certifications Application (ORCA). Online registration instructions may be obtained through the following website www.ccr.gov.
