- Solicitation, SOW, Site Visit Information, Instructions SYNOPSIS-GENERAL RFP Small Business Set-aside The 121st ARW intends to issue an Request for Proposal to award a single firm fixed-price contract for services, non-peronal, to provide all supervision, labor, engineering design, parts, materials, equipments, programming, transportation, and all other items and services necessary to provide a fully functional IP-based Intelligent Video Surveillance System (IVSS) for the 121st ARW. The contractor shall provide capabilities for visual camera monitoring, control and data storage at the Security Forces Control Center, Bldg B876. The camera system must run the AFNIC-certified Aimetis Symphony v6.9 or later software. located at Rickenbacker ANG, Columbus Ohio (Franklin County). This project will provide to Construct a three sided, metal structure that will have concrete foundation, concrete floors. The contract duration is 60 days after NTP. This project is set aside 100% for Small Business. The North American Industry Classification (NAICS) Code is 561621, with a size standard of $12,500,000.00. The magnitude is between $30,000 and $70,000. Your attention is directed to FAR CLAUSE 52.219-14 (b)(4) LIMITATIONS ON SUBCONTRACTING which states "By submission of an offer and execution of a contract, the Offeror /Contractor agrees that in performance of the contract the concern will perform at least 15 percent of the cost of the contract, not including the cost of materials, with its own employees" applies to this project. The tentative date for issuing the solicitation is on2 August 2012. The date for the site visit is on 9 August 2012 10:00AM local time (EST), location will be in solicitation. Interested contractors are encouraged to attend and shall follow site visit base access requirements shown in the solicitation. All questions for the request for proposal must be submitted by 24 August 2012 via email 121arw.contracting@ang.af.mil. Interested offerors must be registered in the DoD database SAM (www.sam.gov). Interested offerors are required to submit their representations and certifications on-line at http://orca.bpn.gov. You will need your DUNS number and SAM MPIN in order to log in to the Online Representations and Certifications Application (ORCA) website. The solicitation and associated information and the plans and specifications will be available only from the Federal Business Opportunities (FedBizOpps) website on-line at https://www.fbo.gov/. FedBizOpps is a web-based dissemination tool designed to safeguard acquisition-related information for all Federal agencies. Interested bidders/offerors must register with FedBizOpps before accessing the system. FedBizOpps registration requires the following information: 1) System for Award Management (SAM) Marketing Partner Identification Number (MPIN), 2) DUNS Number and CAGE Code, 3) Telephone Number, 4) Email address. Registration instructions can be found on the FedBizOpps website at https://www.fbo.gov/downloads/FBO_Vendor_Guide.pdf. (Please note the registration for access to the secure site takes approximately 5 business days.
