- Alternate Work Site for Business Continuity Activities STATEMENT OF WORK For REGION III ALTERNATE WORK SITE FOR BUSINESS CONTINUITY ACTIVITIES A. Background: The U.S Nuclear Regulatory Commission (NRC) is an independent federal agency created by Congress. The NRC was established by the Energy Reorganization Act of 1974, and began operations on January 18, 1975. The NRC assumed regulatory authority formerly carried out by the Atomic Energy Commission. The NRC's mission is to regulate the nation's civilian use of byproduct, source, and special nuclear materials to ensure adequate protection of public health and safety, to promote the common defense and security, and to protect the environment. The scope of NRC's regulatory activities includes regulation of commercial nuclear power reactors; research and test reactors; nuclear fuel cycle facilities; medical, industrial and academic uses of radioactive materials; and the transport, storage, and disposal of radioactive materials and wastes. The Region III Office of the NRC is located in Lisle, Illinois and implements established NRC policies and assigned programs relating to inspection, licensing, investigation, enforcement, emergency response, government liaison, agreement state activities and resource management in the states of Minnesota, Iowa, Missouri, Wisconsin, Illinois, Indiana, Michigan, and Ohio. If the Region III office space becomes uninhabitable because of no-notice emergencies, including acts of nature, accidents, cyber attacks, and terrorist-related events, it is imperative that the region's leadership team has an alternate relocation site in which to assemble and work. The availability of an alternate site will ensure continuity of Region III's essential safety and security functions B. Objective: The vendor shall provide an alternate work site for the NRC Region III Office to maintain business continuity during periods when the Region III Office is uninhabitable or during scheduled Continuity of Operation (COOP) exercises. The facility must be Americans with Disabilities Act (ADA) accessible, with separate restrooms for men and women, and have at least one drinking water fountain. C. Scope: The alternate work site shall be located between 10 and 35 miles of the Region III Office at 2443 Warrenville Road, Lisle, IL 60532. The alternate work site shall be available to NRC within one hour of notification that the NRC Region III Office has activated business continuity relocation activities. The alternate work site shall be available to the NRC Region III Office during business continuity activation for a continuous period of up to 30 days. Arrangements for extended use of the alternate work site will be negotiated with the vendor. The vendor shall provide: • Room A - a meeting space with tables and chairs to accommodate a minimum of 30 persons during business continuity activation and drills. • Rooms B and C - two medium-size meeting rooms (minimum of 350 square feet each) with tables and chairs to accommodate fifteen persons each. • A minimum of 64 square feet of locked space for full time storage of NRC equipment/supplies. • Authorization to rearrange tables and chairs as necessary in Rooms A, B, and C. • Wired 100Mb base Ethernet Internet access in Rooms A, B, and C. • A minimum of 24 analog lines and 6 electrical duplex outlets, 15 amps in Room A. • A minimum of one analog line and two electrical duplex outlets, 15 amps in Rooms B and C. • Parking for a minimum of 60 cars. • NRC rights of ingress/egress to the facility on a 24 hour, 7 days a week basis, upon activation of the business continuity plan. • Secure access to all meeting spaces, such that only approved persons have access to the space while it is in use by the NRC. • Utilities, including, lighting, HVAC and phone service. • Cleaning services, including daily trash removal and light floor cleaning (sweeping/vacuuming/mopping) on a weekly basis. • Point of contact (POC) to work with an NRC representative. • Access to Secure Telephone Equipment (secure telephones) and facsimile communications. D. Period of Performance: October 1, 2012 through September 30, 2013 with four one-year options. E. NRC-Furnished Material: Lap-top computers, analog phones and copier/printer/fax machine.
