Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, and 13, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (II) The provisions and clauses incorporated herein are those in effect through Federal Acquisition Circular 2005-23, effective December 26, 2007. This requirement is being synopsized as sole source under standard industrial classification code 8062 The Department of Veterans Affairs Medical Center/Employee Education Resource Center, St. Louis, MO proposes to enter into a non-competitive commercial item contract with Hewlett Packard to provide training to ensure the safe administration and maintenance of the Vista Imaging System: (1) This solicitation is unrestricted and The North American Industry Classification System (NAICS) is 611420. Interested persons may identify their interest and capability to respond to the requirement or submit proposals by 08/09/2012@ 1:00 pm cst to Wanakee Strickland, wanakee.strickland@va.gov. Questions can also be permitted no later than 08/07/2012@ 1:00 pm CST. The following provisions and clauses shall apply to this solicitation: 52.252-2 Clauses Incorporated by Reference. This contract incorporates one or more clauses by reference, with the same force and effect as if they were given in full text. Performance Based Service Contracting SOW - Task Request HP VistA Imaging System Administration Training Request support under GSA contract number GS-35F-4663G 1.OBJECTIVE AND SCOPE: ACTUAL DATE REQ - NO LATER THAN 9/20/2012. Vista Imaging System Admin Training, Request to be delivered during the week of September 20, 2012. The training is a 4.5 day hands on training session in a lab covering the curriculum outlined in section 4.0 of this SOW. This training is provide to attendees as Education/Training and is application based. The training is provided to insure the safe administration and maintenance of the VistA Imaging System. In accordance with FDA regulations proof of training must be available for all Class III Medical devices. This training meets the criteria and the need and provides certification of, completed and documented Systems Administration and maintenance training on the class III medical device. This training is an ongoing class that is updated based on specific VA requirements and offered at least 2 times per year. The class must accommodate a minimum of 13 to 15 participants and as the cost of the course is reimbursed by the attendee facility or sponsor back to EES. Sufficient Funded participants (minimum 13) must be available and the level of attendance was achieved on 9/1/2012. A minimum number of Participation (13) is the threshold established to insure cost effectiveness to the VA and to justify the course will occur. 2.BACKGROUND: The VA has an immediate need to provide VistA Imaging Systems Administration training for field staff currently holding positions as VistA Imaging Systems Administrators. This course is updated as required by VA and it is imperative for keeping applicable VHA staff current on the proper administration and maintenance of the VistA Imaging architecture and HP platforms. This course is accessible to VA and Indian Health Service employees. Funding for this training is reimbursed by the participant's facility or sponsor to EES as the coordinator for the training. The student will be able to identify and describe the basic hardware components. "System Overview "Vista Imaging-centric Windows "The Windows Active Directory Services (Domains) "Microsoft Cluster Server Overview "Small Computer System Interface (SCSI) "Fibre I/O Subsystem Interface "Networking Components "Magnetic Storage (Intelligent Storage Subsystems) "Archive Storage (Jukebox) "Lab Exercise Module 3: Vista Imaging software and components This lesson discusses the software components of the Vista Imaging configuration. The student will be able to identify and describe the basic software components. "What is Vista Imaging? "Hospital Information System (HIS) - Vista "Clinical Workstations (Display and Capture) "Radiology Diagnostic Workstations - (Vista RAD) "Modalities "DICOM Gateway Workstations (Text, Image and Routing) "Background Processor "Lab Exercise Module 4: Vista Imaging Storage Servers This lesson discusses the set-up and configuration of the Vista Imaging Storage Servers and Magnetic Storage sub-systems. Also discussed are prerequisite network components and topologies. "Windows Server Setup "Configuration of the Storage Subsystem (Magnetic Storage) "Storage Server Network Topology "Lab Exercise Module 5: Vista Imaging Server software This lesson details the installation and configuration of the supported software components used on the Vista Imaging Storage Servers. These software components provide system server failover and redundancy, imaging optical data archiving and magnetic tape backup of imaging data. The student will gain fundamental troubleshooting steps to resolve problems frequently experienced with the acquisition, storage and retrieval of clinical images. "Troubleshooting problems with the Core Servers (Magnetic & Archive) "Troubleshooting Client Network connectivity using standard TCP/IP tools "Troubleshooting image acquisition and access Module 7: Resources This module details a list of the resources available to further the student's understanding of Vista Imaging. These include Vendor and VA-wide materials for review and further study. This section also serves as a reference point for accessing web documents and other useful pointers to information that evolve over time. "Call process flow "Web and Documentation Resources 5.0PERIOD OF PERFORMANCE: The Contractor shall provide all deliverables between September 20th and September 24th, 2012. A history of previous satisfactory performance with the delivery of the requested course work will be required. 6.0OTHER CONTRACT REQUIREMENTS: a. NOTICE OF THE FEDERAL ACCESSIBILITY LAW AFFECTING ALL ELECTRONIC AND INFORMATION TECHNOLOGY PROCUREMENTS (SECTION 508) On August 7, 1998, Section 508 of the Rehabilitation Act of 1973 was amended to require that when Federal departments or agencies develop, procure, maintain, or use Electronic and Information Technology, that they shall ensure it allows Federal employees with disabilities to have access to and use of information and data that is comparable to the access to and use of information and data by other Federal employees. Section 508 required the Architectural and Transportation Barriers Compliance Board (Access Board) to publish standards setting forth a definition of electronic and information technology and the technical and functional criteria for such technology to comply with Section 508. These standards were published with an effective date of December 21, 2000. Federal departments and agencies must develop all Electronic and Information Technology requirements to comply with the standards found in 36 CFR 1194. SECTION 508 - ELECTRONIC AND INFORMATION TECHNOLOGY (EIT) STANDARDS The Section 508 standards established by the Architectural and Transportation Barriers Compliance Board (Access Board) are incorporated into, and made part of all VA contracts, solicitations, and purchase orders developed to procure Electronic and Information Technology (EIT). These standards are found in their entirety at http//www.section508.gov. A printed copy of the standards will be supplied upon request. The contractor shall comply with the technical standards at 36 CFR 1194.22 Web-based Intranet and Internet Information and Applications, 36 CFR 1194.24, Video, and Multimedia products, and 1194.31, Functional Performance Criteria in performing this order. (The 508 process is not mentioned here)
