- Statement of Work Water Well Flow Data Collection at Dixie Valley Electronic Warfare Range Naval Air Station Fallon, Nevada The scope of work shall be as outlined below. This Contract will include a base item and up to four (4) option items, as described below. 1.0 Base Item 001 1.1 Background: Water well permits for 14 wells (see Attachment 1, Table 1 and Attachment 2) have been approved by the State Engineer for wildlife use last year. Water must be placed to beneficial use and proof of the application of water to beneficial use shall be filed on or before September 7, 2013. The well flow data needs to be collected for a year and Proof of Application of Water to Beneficial Use needs to be filed. There are maps that also need to be drafted of the area that the water is being used. The forms and instructions can be found on the State of Nevada Division of Water Resources website: http://water.nv.gov. The wells are located in the Dixie Valley Settlement Area approximately 65 miles east of NAS Fallon. 1.2 Requirements 1.2.1 Objectives: The objective of this contract is the following: (1) Collect monthly well flow measurements for a year. (2) Prepare and submit the form Proof of Application of Water to Beneficial Use to the State of Nevada Division of Water Resources before August 1, 2013. 1.2.2 Statement of Services Required: There are 14 artesian wells with a designated permit use for wildlife. The flows of the artesian wells need to be measured and recorded for at least 12 consecutive months before September 7, 2013. The form Proof of Application of Water to Beneficial Use and map of the area where the water is used (Cultural Map) needs to be completed and submitted to the State. The map needs to be signed by a Nevada Licensed Water Rights Surveyor showing the point of diversion, place of use and annual acre-feet of water appropriated. The electronic files of the maps used to file the form Application for Permission to Change Point of Diversion, Manner of Use and Place of Use of the Public Waters of the State of Nevada Heretofore Appropriated will be made available to assist with the Cultural Map. The contractor will need to spend time at the Nevada State Engineer's Office reviewing each permit file, making sure all documentation is provided to ensure approval of the permit for beneficial use, and obtaining approval for the selected method of measurement prior to commencing measurements. 1.2.2.1 Project Management: The project management for this contract includes (1) Monthly monitoring and collecting flow data at the artesian wells (2) Coordination with the Navy point of contact (3) Ensuring compliance with the NV Division of Water Resources water permitting process. Copies of the Naval Air Station water permits and supporting maps can be obtained at http://water.nv.gov 1.2.2.2 Submittals: State of Nevada Division of Water Resources approval of the selected method of measurement must be provided to the Navy point of contact prior to commencing measurements. The monthly well flow readings shall be submitted monthly to the Navy point of contact for at least 12 months, by the 10th day of the following month (e.g. data for May will be submitted by 10 June). Upon approval of the Navy point of contact, the completed Proof of Application of Water to Beneficial Use forms for the 14 wells will be submitted by the contractor to the State of Nevada Division of Water Resources with the application fee before the September 7, 2013 due date. 1.2.2.3 All information and data related to this project that the contractor gathers or obtains shall be protected from unauthorized release and considered property of the Government, and will be provided to the Government at the end of the contract. Data gathered during the course of this work shall not be used or distributed by the contractor without special written government permission. 2.0 Option Items 2.1 Option Item 1 Statement of Services Required: There are eight (8) locations on Navy land in Dixie Valley (see Attachment 1, Table 2 and Attachment 2) where water is flowing through what appear to be artesian wells. These wells need to be located using GPS coordinates and expressed as Lat/Longs, inspected, and evaluated. This includes determining their status, estimating their flow, and determining the work involved in making them producible, measurable, and permittable (riser pipes, valve(s), extent of current flow (ponds, wetland areas, and vegetation), etc.). The deliverable for this option item is a report detailing the findings and recommendations. 2.2 Option Item 2 Statement of Services Required: There is currently a pumped well on Navy land at the Joint Urban Warfare Training Facility (JUWTF, see Attachment 1, Table 3 and Attachment 2). The well currently pumps into a pond and is permitted for stockwater. The Navy wishes to expand this facility and needs additional water for landscaping. This requires the transfer of water rights from other Navy wells in the basin to a new water permit or an update of the existing permit. The work includes the contractor submitting the proper applications (including map and approved by the Navy point of contact) and fees to the State of Nevada Division of Water Resources for this transfer. 2.3 Option Item 3 Statement of Services Required: There are five (5) wells on Navy land in Dixie Valley (see Attachment 1, Table 4 and Attachment 2) where water is permitted for irrigation. The permits for these wells do not accurately reflect the irrigation needs at each well and need to be updated using water rights transfers from other Navy wells. The work includes coordinating the water rights amounts and locations with the Navy point of contact and the contractor submitting the proper applications (approved by the Navy point of contact) and fees to the State of Nevada Division of Water Resources for these transfers. 2.4 Option Item 4 Statement of Services Required: The five (5) irrigation wells mentioned in Option Item 3 are not in working condition. Some may only need a new motor installed while others may need actual pump repair or replacement. These wells need to be evaluated to determine level of effort required to get them into a working condition that reflects the water rights and needs of the area. This will also include recommending flow rates and an estimate of the diesel fuel consumption required.
