THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR QUOTE. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND QUOTES WILL NOT BE REQUESTED. MASSACHUSSETTS INSTITUTE OF TECHNOLOGY (MIT) SLOAN SCHOOL OF MANAGEMENT CENTER FOR INFORMATION SYSTEMS RESEARCH (CISR) 5 CAMBRIDGE CENTER NE25-778 CAMBRIDGE, MA 02142 This acquisition is being conducted under FAR Part 13, Simplified Acquisition Procedures, and is exempt from the requirements of FAR Part 6, Competition Requirements. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The determination by the Government not to compete the proposed purchase order based upon the authority of 41. U.S.C.253(c) (1), as set forth in FAR 13.106-1(b) (1) (i). The solicitation number is 12-233-SOL-0065 and it is issued as request for quote (RFQ). This solicitation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-36. The corresponding NAICS code is 541990 and the small business size standard is $14 MILLION. Description the Service As an internal consulting organization, the Office of Business Management and Transformation (OBMT) is involved with a number of engagements which require leading edge research in the use of information systems to help its HHS clients to do things better, faster, and cheaper. In addition, the Open Government initiative and various federal information technology initiatives such as data center consolidation require more specialized research in this evolving area. To become successful in these endeavors, the quality of and timely access to research have become increasingly critical. The annual sponsorship (renewable up to two option years) provides early access to research publication, invitation to participate in research forums, reserved place and fee waiver for summer executive education sessions, and the opportunity to network with MIT Sloan MBA students for potential collaboration. The provision at 52.212-2 is not applicable. The Government will award a Purchase Order resulting from this synopsis/solicitation to the responsible Offeror whose offer conforms to the exact services listed above and is the lowest price. Interested firms may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent to award is not a request for competitive proposals. However, all proposals received by the closing date will be considered by the Government. A determination to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Offerors are to include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items, with its offer or acknowledge its listing in Online Representations and Certifications Application (ORCA). The clause at 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition. The clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items (Jul, 2012), applies to this acquisition.
