Attachment 8 - Response to Questions Amendment 1 Revised Solicitation No. DTF61-12-R-00031 Revised Attachment 6 - Standard Form 1034 & 1035 Attachment 7 - Subcontracting Plan Form Revised Attachment 3 - Past Performance Questionnaire Solicitation Amendment 1 is issued to: 1. Revise Attachment 3 to include the contact information sheet for the Past Perfomance Questionnaire. 2. Revise Attachment 6 to update the link to the GSA Public Voucher forms. 3. Add Attachment 7 - Subcontracting Plan Form to Section J 4. Add Attachment 8 - Responses to Questions 5. Make minor edits/clarifications to the solicitation (All correction are highlighed in Green). This synopsis is issued pursuant to Federal Acquisition Regulation (FAR) Part 5.203 which prescribes a mandatory requirement for a 15 day pre-solicitation notification. The purpose of this synopsis is to announce the Federal Highway Administration's (FHWA) intent to issue a solicitation for a Full and Open Competition to procure technical and program support services for FHWA's Office of Policy. The Office of Policy develops and implements research programs and tools to help answer sophisticated policy questions which can be multifaceted and contentious in nature as well as provide a broad range of policy support functions. It is anticipated that work under this acquisition will include: • Developing and refining tools and information needed for FHWA to formulate policy positions in areas related to procurement and revenue mechanisms, public-private partnership, and innovative finance. • Developing and refining tools and information needed to analyze current and emerging issues relating to a broad range of transportation issues to assist FHWA in formulating policy positions. • Developing new tools and refining existing tools for quantitative assessment of highway investment. • Enhancing the agency's strategic plan and performance management process. • Developing and refining data systems and application tools supporting a broad range of transportation data and analysis. • Designing household travel surveys. • Analyzing intergovernmental policy issues and investigating broader issues that impact future policy decisions. • Undertaking studies relating to international transportation innovations. The solicitation will be issued in July 2012. The solicitation and all related documents will be released electronically via the Government Point of Entry (GPE) otherwise known as Federal Business Opportunities or www.fbo.gov. As such, no written, telephonic or other type of request for an advance copy of the solicitation will be entertained at this time. Potential offerors/vendors are encouraged to register on www.fbo.gov to receive any further information in reference to the subject action inclusive of any announcements, and/or amendments to the solicitation after its release. The FHWA intends to award multiple ID/IQ contracts as a result of the solicitation. The period of performance shall not exceed 60 months from the effective date of the contract. The NAICS Code for this effort is 541611 with a size standard of $14 Million. No further information is available at this time.
