- THIS IS A NOTICE OF INTENT ONLY AND NOT A REQUEST FOR COMPETITIVE PROPOSALS. NASA/DRFC plans to issue a Modification to NND12FF01C Construction Facilities Support Center for the installation of new Simplex-Grinnell fire alarm systems in the Facilities Support Center at NASA Dryden Flight Research Center, Edwards CA. NASA/DRFC intends to purchase the items from Comfort & Hays Electric, Inc., the prime contractor under NND12FF01C. SimplexGrinnell Fire Alarm systems items are used campus-wide at DFRC for consistency, compatibility and sustainability. SimplexGrinnell is the only company authorized, trained, and certified to work on the existing campus-wide proprietary fire alarm system. All new, repaired, and remodeled fire alarm systems, equipment, devices and software programming must be installed, configured, operated, and maintained so as to maintain full reliability and operational functions of the existing systems. Continued use of this proprietary hardware and software is essential for the safety of NASA and contractor personnel. The use of Other than Full and Open Competition for these items is authorized by FAR 6.302-1 where a substantial duplication in cost to the Government is not expected to be recovered through competition. Replacement of the Simplex-Grinnell Fire Alarm 1 and Mass Notification System campus-wide at the DFRC and at the DAOF would be cost-prohibitive. SimplexGrinnell Fire Alarm systems: GENERAL PRODUCT REQUIREMENT: All fire alarm and mass notification equipment shall be listed for use under the applicable reference standards and shall be SimplexGrinnell. Interfacing of Listed UL 864 or similar approved industry listing with Mass Notification Panels listed to UL 2017 shall be done in a laboratory listed configuration, if the software programming features cannot provide a listed interface control. SYSTEM OPERATION: Addressable Interior Fire Alarm and Mass Notification Systems shall be complete, supervised, non-coded, analog/addressable systems conforming to NFPA 72, UL 864 Ninth Edition, and UL 2017. Systems shall be activated into the alarm mode by actuation of any alarm initiating device. Systems shall remain in the alarm mode until the initiating device is reset and the fire alarm control panel is reset and restored to normal. Systems may be placed in the alert mode by local microphones or remotely from authorized locations/users. The modification will be issued on or about 25 Jul 2012. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency
