- Sources Sought Remote Operations Support for Seismic Array Station - West (ROSSAS-W) This sources-sought synopsis is issued for the purpose of determining market interest, feasibility, and capability of sources and does not constitute an Invitation for Bids (IFB), a Request for Proposals (RFP), a Request for Quote (RFQ) or an indication that the Government will contract for any of the items and/or services contained in this notice. Responses to this RFI will not be returned. The Government is only seeking possible sources and current capabilities for informational purposes. No solicitation document exists. No reimbursement will be made for any costs incurred to provide information in response to this announcement or any follow-up information requests. All interested qualified sources are encouraged to submit a brief capabilities statement in response to this notice The Air Force Technical Applications Center (AFTAC) Directorate of Nuclear Treaty Monitoring (TT) is surveying industry to satisfy a requirement for Remote Operations Support for Seismic Array Stations - West (ROSSAS-W) in support of the subsurface mission area. This service requirement will operate and maintain seismic station(s) for near real-time acquisition and forwarding of data using established transmission and archiving formats. The seismic stations are located near tectonic plate boundaries in Southwest Asia. A station or stations may expand to include additional seismic vaults for which the contractor would be responsible for installing and operating. Contractors desiring additional information about the station(s) and requirements should contact the Contracting Office personnel noted below. Description ROSSAS-W is a services contract providing Operation and Maintenance (O&M) support. The contractor must be able to effectively and efficiently perform O&M in support of seismo-acoustic monitoring efforts. Performance is in various remote areas of Southwest Asia. Contractor personnel may be required to travel to the seismic station(s) on an as-needed basis. In order to successfully perform the required services, the contractor must be able to provide a diversified mix of professionals in the defined areas of interest and must be able to meet the following requirements: 1. Experience in dealing with political/military contacts in the international and national arena. 2. Experience with solar power and satellite communications equipment. 3. Experience using Kinemetrics monitoring instruments and systems. 4. Experience in seismo-acoustic data management. 5. Experience monitoring and maintaining seismo-acoustic site operations. 6. Appropriate safeguards to support work that is unclassified but sensitive. Contractor personnel must be U.S. citizens with key personnel possessing DoD security clearances at the SECRET level. SECRET Facility Clearance is also required. Capabilities Package This sources-sought synopsis is an invitation for all qualified sources to self-identify, should they contemplate submitting a proposal under a future RFP for this requirement. Sources should submit a brief capabilities package answering the following four general questions and provide any substantiating supplemental background that may enhance the Government's understanding of the respondent's capability. Responses are limited to no more than 15 pages and shall address the following specific areas: 1. The availability of personnel and their clearance levels. 2. The availability and clearance level of key personnel showing their ability to perform the requisite tasks. Any submitted resumes shall be counted towards the page limit. 3. Recent and relevant company experience and capabilities related to the requirements outlined above. 4. Business size/status. The Government encourages industry to respond to this sources sought synopsis as the responses will assist in the development of Government's acquisition strategy. The Government does not anticipate that a comprehensive response will contain CLASSIFIED information. To the extent practical, responses should be UNCLASSIFIED, complemented by CLASSIFIED appendices only if necessary. If a CLASSIFIED response is required, respondents shall contact the POC for further instruction. Following a review of the responses received, AFTAC may elect to schedule one-on-meetings with some respondents or ask follow-up questions to gain additional information about the proposed solution(s).
