- Health Systems Outreach and Operations Support Office of Health Information Request for Information: VA701-12-I-0346 August 1, 2012 I. Introduction: This is for information and planning purposes only and shall not be construed as a solicitation or as an obligation on the part of the Department of Veterans Affairs (VA). The VA is currently conducting market research to locate qualified, experienced and interested potential sources. Responses will not be considered as proposals, nor will any award be incurred by interested parties in responding to this sources sought announcement. The Veterans Health Administration (VHA) is seeking interested sources (contractors) for a near-future solicitation and procurement for health systems outreach and operations to support the Office of Health Information (OHI). At this time, no solicitation exists. Therefore, DO NOT REQUEST A COPY OF THE SOLICITATION. II. Background: Health Systems (HS) is part of the Veterans Health Administration Office of Health Information (VHA OHI). The HS organization serves as an advocate, liaison and facilitator in the advancement of innovative health information strategies that improve the services provided to Veterans. Health Systems collaborates across Department of Veterans Affairs (VA) program offices to perform business analysis and portfolio and systems management. Health Systems also works as a liaison among clinical, business and information technology (IT) communities to ensure technology enhancements and strategic requirements are: identified, communicated, understood, prioritized and translated into IT investments that meet clinical, business and Veterans' needs. Health Systems consists of functional groups who work together to: "Organize current and future business knowledge; "Gather, document, analyze and evaluate clinical and business requirements; "Serve as advocates/liaisons providing facilitation and oversight for business users throughout the IT systems lifecycle. The HS organization facilitates and promotes customer participation throughout the IT systems lifecycle in such areas as requirements approval and sign-off, governance change control and configuration management testing, customer acceptance, release management, implementation and training. Supporting the Office of the Director, the functional groups in the office are divided into services and portfolios: HS has three major services that support HS major initiatives: "Business Architecture (BA) provides an architectural representation of what VHA does by modeling and describing business functionality and the flow of information necessary to perform VHA work. "Requirements Analysis & Engineering Management (RAEM) works with VHA offices to gather, document, analyze and evaluate clinical and business requirements; "Program Integration (PI) works with business and IT stakeholders to ensure critical health information systems achieve customer needs by developing and implementing collaborative assessment processes and techniques. III. Requirements: The contractor shall provide services to support cross cutting operational activities of the offices that make up the HS organization in the Office of Health Information. The contractor shall coordinate executive operational activities and outreach for all of the HS program areas. The contractor shall provide a "cross cutting support approach" centered on addressing HS operations and Strategic Executive Outreach. HS operational needs are those actions that originate internal or external to HS program areas that require action from the Directors of the HS program areas. HS is seeking the services of a contractor to support an approach at the executive level to coordinate, track and store information passed through these levels. At a high level, the following are the draft tasks to be performed: 1.Health Systems Operations - The contractor shall provide operational coordination and correspondence tracking for all Health Systems program areas. This will include any executive correspondence originating from internal or external to the HS organization that is directed to and requires action from the HS program offices. 2.Executive Information Management and Coordination - The contractor shall plan, organize, and coordinate senior executive formal decision-making meetings, leadership briefing developments, and ensure the planning, execution, and follow-up on outstanding meeting items. The contractor shall plan and facilitate briefings, stakeholder discussions and meetings, and schedule coordination for HS executives and program activities and initiatives. The contractor shall include SharePoint links or URL to the internal SharePoint site. The contractor shall schedule meetings via teleconference, video, and face-to-face and disseminate meeting material information to meeting participants and manage audio-visual equipment. The contractor shall manage Live Meeting for remote participants. 3.Executive Outreach- The contractor shall develop and maintain written material, including Power Points, standardized briefings, memos, issue papers, weekly issue reporting, newsletters, and executive messages and reporting to support HS management activities. The contractor shall coordinate with HS executives and designated staff to compile, research, and develop content for written materials. Document management of these materials includes reviews to address content, accuracy, and consistency. IV. Submittal Information: The following Information is requested in response to this RFI: Please include: Company Name, Company Address, Point of Contact, Telephone Number, e-mail Address. Companies should provide clear and unambiguous evidence to substantiate their capability to fulfill these requirements. 1.Experience: Please provide no more than five (5) contracts that your company has performed within the last three (3) years that are of comparable complexity and scope for each domain requirement for which your company is responding: a.Describe your Self-Performed* effort (as either a Prime or Sub-Contractor). b.Please be specific and provide a complete reference to include at a minimum the project name (and the government contract number, if applicable), contract award amount, start and completion dates, and the project owners' contact information. c.Additionally, please provide the Contract Type: Firm Fixed-Price, Time and Material, etc. *Self-Performed means work performed by the company themselves, NOT work performed by another company for them for any of the project examples provided. 2.A narrative case study that describes the details of each project and why it is relevant to this requirement, including difficulties and successes. 3.A table listing all companies involved in the relevant project(s), including the technical expertise and percentage of work that each company provided. B. Capabilities / Qualifications 1.A written response providing clear and unambiguous evidence to substantiate the capacity to fulfill this requirement. 2.Company business size and socioeconomic status (i.e., Large Business, Small Business, Service-Disabled Veteran Owned Small Business, Women-Owned Small Business,) the number of years in business, affiliate information: parent company, joint venture partners, potential teaming partners. a.Specify any teaming arrangements and how those arrangements will impact the structure of services their company can provide including technical expertise provided by each company. Please specify the percentage of work the each company will perform. 3.If the company holds a Federal Supply Schedule (FSS) Contract, list the GSA Contract Number and relevant Special Item Numbers (SINS) applicable to this requirement. This notice does not restrict the Government to an ultimate acquisition approach. All firms responding to this sources sought notice are advised that their response is not a request that will be considered for contract award. All interested parties will be required to respond to the resultant solicitation separately from their response to this sources sought notice.
