Description
STATEMENT OF WORK Black Rock Lock, Buffalo, New York Standby Generator Hookup Installation CUSTOMER: Lockmaster, Black Rock Lock 1) GENERAL DESCRIPTION OF WORK A. Base Bid Item(s) 1. Contractor shall install a complete system consisting of a transformer, safety disconnect switch, and three-phase tap box which will be used to periodically, when needed, connect a commercially rented150 kW portable standby diesel generator to the main electrical feeder powering Black Rock Lock. The commercially rented generator will be three-phase 480 V, and will connect to the primary coils of a 480 Y/4160 Δ 200 kVA step-up transformer which is mounted on the top of Black Rock Lock's lockwall. The secondary coils will connect to the existing 4160 V three-phase feeder line. Installation on the primary side of the transformer will include a three phase tap box for connecting to the generator outputs and a safety disconnect switch for preventing backfeeding to the grid. B. Optional Bid Item(s) 2. Conduct insulation resistance testing on the 4160 V feeder cable, seven 480 V cables, seven transformers, four 20 HP electric motors, and two 90 HP electric motors. 2) PRE-BID SITE VISIT There will be one (1) scheduled site visit for prospective bidders. The date and time of the visit is August 21, 2012 at 10am. The location of the visit will be Black Rock Lock, 1776 Niagara Street, Buffalo New York. Prospective bidders are urged to attend to gain information that will be necessary in the preparation of bid submittals. Prospective bidders are asked to arrive least 15 minutes prior to the start of the site visit, as photo ID is needed to access the premises. Due to maintenance, operation and security requirements, unscheduled visits shall not be honored. Following a visit to the project site, a question and answer session will be held at the Buffalo District Reservation. During this session, prospective bidders are asked to direct all questions concerning the project to the Buffalo District Contracting Office (DCO). 4) PROJECT/CONTRACTUAL REFERENCES A. EM 385-1-1, 11 August 2011, U.S. Army Corps of Engineers Safety and Health Requirements Manual B. ASTM A82, ASTM C94, ASTM C143, ASTM C33, ACI 211.1, ACI 318, ACI 309, NFPA 70, NEMA 260, NEMA WC 74, UL 1072, IEC 60364-6, ANSI/NETA MTS, IEEE 43, IEEE 404, IEEE C57.12.90 5) MATERIAL/EQUIPMENT SPECIFICATIONS The following material and equipment specifications shall be met for this project: Conductor Specifications: All new conductors shall be copper. All conductors for 4160 V installations shall meet UL 1072 and NEMA WC 74 with specifications of 8 kV, 2 AWG, 3/C, MV-90, 6 AWG 1/C ground wire, armored and shielded cable, 133% EPR insulation, with underground or direct bury rating, as is identical to the existing medium voltage cable. For the 4160 V wye splice, the pullbox where the splice takes place (HV-2 in Drawing 2A) has dimensions of 62" x 32" x 18" and houses an existing inline splice. The splice kit chosen shall meet IEEE 404 standards. The splice shall be fully shielded, but armored is not a requirement. The electrician performing splices and/or terminations shall provide a medium voltage splicing/termination certification to the Government prior to performing work. All conductors for 480 V installations shall be rated to no less than 250 A, voltage rating of 600 V, and an insulation type suitable for a wet location. Conduit Specifications: Safety Disconnect Switch: Only one key will be allowed on the premises so there is no chance duplicate keys may allow power from both sources. The new key cylinder shall match the existing. The Contractor shall coordinate with the Kirk Key Interlock Company and the Government PM for getting the proper interlock and cylinder fabricated which will work with the safety disconnect switch. The Kirk Key Company may be visited on the internet at http://www.kirkkey.com/ or may be contacted by telephone at 1-800-438-2442 and is located at 211 Wetmore Ave. S.E., Massillon, OH 44646. The safety switch enclosure shall bear a NEMA 3R rating. The keyed cylinder shall be installed in such a manner to be protected from corrosion and operable from all weather conditions (e.g. ice buildup). Generator Quick Connect Tap Box: Transformer Specifications: The transformer shall be a pad-mounted 480 Y/4160 Δ 200 kVA minimum step-up transformer. A back-fed stepdown transformer will not be allowed. Transformer shall be compartment style with a dead-front, liquid-immersed, self-cooled, tamperproof, and have copper windings. The transformer enclosure shall be designed for outdoor pad mounted installation and have a NEMA 4 rating. Transformer shall have completed factory tests per IEEE C57.12.90 and a certified report shall be provided as a pre-construction submittal. All applicable ANSI/IEEE standards for liquid-immersed pad-mounted transformers shall be met. NEC 2011 working space requirements shall be met for all electrical equipment. Installation shall comply with manufacturer's indicated method. Safety labels shall be installed according to NEMA 260. ADDITIONAL DETAILS CAN BE FOUND IN THE ATTACHED STATEMENT OF WORK.
