Description
This document is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, proposals are being requested, and a written solicitation will not be issued. The proposed contract action is for supplies or services for which the Government intends to solicit competitive offers. Interested persons may submit offers, and all eligible offers received prior to August, 16th 2012 will be considered by the Government. The NAICS code is 333912 and the size standard is 500 Employees. This solicitation has been completely set-aside for small business. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-60. The contractor will be fully responsible for the shipping, receiving, and the condition of the new air compressor units. The units are to be shipped to the work site Quoted on: Manufacturer name_____________________________________ Brand________________________________________________ No.__________________________________________________ 0002 1.00JB $___________________ $____________________ Brand Name or Equal Description: Purchase and Installation of two new Air Compressor Units Contractor will provide all labor and materials to install two (2) new air compressor units to replace worn out existing air compressor units. Contractor will remove old air compressor units. Install new air compressor units, making all necessary piping and electrical connections as need to have each of the new units operational supplying air to the existing air system with alternating operations. Perform test run of system to assure functionality. Site visit is required to evaluate access limitations requirements for the removal and installation of the air compressor units. The new units will need to be able to fit on the existing cement slab foundation, side by side, same as the existing set up. The existing foundation dimension is 82"L and 53 "W. (a) Offerors are urged and expected to inspect the site where the work will be performed. (b) An organized site visit has been scheduled for -- Friday August, 10th 2012, Vendors must be in Building #40, Room 101 before: 10:00 AM PDT. The time and date above will be the only site visit available for this solicitation. No makeup site visits will be scheduled. All reasonable efforts will be made to respond to the vendors questions at the site visit; however, no response from the government shall be considered official unless it is incorporated as an amendment to this solicitation. Connect to existing electrical supply 460V/3ph. Both unit need to fit on existing concrete slab 81" L x 53" W. "Unit with base mount must be approximately 40" L x 28" W x 36" T. "Compressor must compress air for boiler control systems, burner oil atomizing air for boiler operations, and hand tools. "Compressor must have the following: oHigh Efficiency Rated Motor. oBelt Drive will have OSHA Belt Guard. oInlet Air Filter. oStart / Stop Mounted and Wired Motor Starter Nema 1. oElectrical Pressure Switch. oSafety Relief Valve. oPressure Lubrication. oOil Filter. oOil Level Gauge. oLoadless Starting. oReciprocating, two stage, air cooled, intercooled, V belt drive. oLubrication: Splash type with low oil level automatic shutdown switch, or pressure type with low oil pressure automatic shutdown switch. oUnloading: Provide automatic cylinder air pressure unloader to prevent compressor starting under load. oInlet Filter: Dry type with replaceable cartridge. oCylinders: Shall be removable from crankcase. "Water cooled Aftercooler must have the following: "Provide one for each compressor designed to cool the compressor output air to within 7 C (10 F) of the cooling water temperature. Mount on or adjacent to compressor. Provide cooling water solenoid control valve. Valve shall automatically open when compressor starts and close when compressor stops. Automatic start stop control actuated by pressure in receiver. Pressure settings shall be adjustable. INSTRUCTIONS TO OFFERORS Only electronic offers will be accepted. EVALUATION FACTORS Offerors will be evaluated to the extent they can provide the items (or equal) listed in the price schedule in Section B. Mark any descriptive material to clearly show the modification. (c) The Contracting Officer will evaluate "equal" products on the basis of information furnished by the offeror or identified in the offer and reasonably available to the Contracting Officer. The Contracting Officer is not responsible for locating or obtaining any information not identified in the offer. (d) Unless the offeror clearly indicates in its offer that the product being offered is an "equal" product, the offeror shall provide the brand name product referenced in the solicitation.
