Classification Code: 1510 NAICS Code: 336411 THE GOVERNMENT DOES NOT INTEND TO AWARD A CONTRACT ON THE BASIS OF THIS RFI OR TO OTHERWISE PAY FOR THE INFORMATION SOLICITED. This RFI does not constitute a solicitation for proposals or the authority to enter into negotiations to award a contract. No funds have been authorized, appropriated, or received for this contemplated effort. This RFI is for planning purposes only and shall not be considered as a request for proposal or as an obligation on the part of the Government to acquire any products or services. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of contractor submission of responses to this RFI or the Government's use of such information. The Government reserves the right to reject, in whole or in part, any contractor's input resulting from this RFI. Responses to this RFI will not be returned. Whatever information is provided in response to this RFI may be used to assess tradeoffs and alternatives available for future needs. The information provided may be utilized by the US Forest Service in developing its acquisition strategy and in its Statement of Objective and Performance Specifications. The information resulting from this RFI may be included/combined with other submissions in one or more options considered in the analysis of alternatives. Any proprietary information that is submitted may be used in establishing requirements of the future system but specific information will be safeguarded as proprietary. There are two bases for design criteria, Modular or Fixed, of which the contractor may address one or both. Generic Design Requirements: • Eight (8) or more systems • Modular roll-on/ roll-off capability or permanent installation must be capable of changing between cargo or airtanker configuration in 8 hours or less • Design that is scalable to size and capacity to fit several aircraft makes and models • Capacity maximized based on aircraft Design Zero Fuel Weight and Maximum Gross Weight • Design and utilization of modern materials to minimize weight and increase effectiveness • Capable of meeting the Tank System Criteria and procedures attached. • System shall be capable of multiple drops from a single load • Flow rates and ground coverage patterns shall be consistent throughout the dispensing process selected, and as a minimum be capable of a rate of 1000 gallons per second • Minimal retardant blowback or adherence onto the aircraft • The Retardant Delivery System shall be self-supporting and not require GSE for re-loading • Minimal additional crew requirements • Systems shall be compatible with the aircraft environmental and pressurization systems. The aircraft must be capable of being pressurized in a non-drop configuration as a minimum • Aircraft weight and balance parameters shall be complied with • Maintenance, parts and training manuals are to be provided for the RDS Modular (roll-on/roll-off) • Meet US Air Force System Program Office requirements to be utilized on Air National Guard and U.S. Air Force C-130 or C-27J aircraft. Only minor modifications to the aircraft are allowed. • The unit shall be readily made transportable when not installed in the aircraft. • The unit shall be capable of being operational tested outside the aircraft. • During servicing, any overfilling of retardant must vent to the outside of the aircraft Permanent (fixed-installation - Primary C27J: Secondary C130H/J) • All aircraft modifications shall be design engineered, documented and performed per FAA regulations to maintain the aircraft in a configuration to allow for eventual FAA certification. • A gravity based "Constant Flow" type system is preferred and may penetrate the fuselage. • Drop door system and components may be permanently installed in the aircraft as long as the "retardant tank" can be removed/installed for the carriage of cargo. Primary Application: Fit in a Lockheed Martin C-130H/J and have a capacity of 3500- 4000 gallons of fire retardant at 9.3 lbs. per gallon. Secondary Application: Fit in an Alenia/ L3 C-27J and capable of 1500 - 2200 gallons of fire retardant. PER SYSTEM COST (SINGLE AND MULTIPLE QUANTITY BREAKS) 2. ANNUAL MAINTENANCE COSTS FOR EACH SYSTEM 3. USE COSTS PER DISPENSING CYCLE Cost estimates should be based on design, manufacture, level 2 drawings, support publications, and two years of follow on turnkey maintenance.
