Description
This Sources Sought Notice is for informational and planning purposes only and shall not be construed as a solicitation or as an obligation or commitment by the Government. This notice is intended strictly for Market Research. The National Library of Medicine (NLM) is conducting a market survey to help determine the availability and technical capability of qualified small businesses, veteran-owned small businesses, service-disabled veteran-owned small businesses and/or HUBZone small businesses capable of serving the needs identified below. Background The History of Medicine Division (HMD) of the National Library of Medicine (NLM) and the Lister Hill National Center for Biomedical Communications (LHNCBC) are engaged in a joint program to collect, organize, digitize, and make available via the World Wide Web manuscript collections of leading innovators in the fields of science, medicine, and public health, and to conduct research and development in the field of digitization of the Library's resources. The materials to be selected for archival processing and digitization include a range of manuscripts, prints and photographs, pamphlets, audiovisuals, and sound recordings. Purpose The objectives of this effort are to process, digitize, and create descriptive materials for selected manuscript collections of leaders in science, medicine, and public health. The materials selected for archival processing and digitization will include a broad range of manuscripts, prints and photographs, pamphlets, audiovisuals, and sound recordings. Archival description will involve research outside of the collection and may include conducting oral histories of prominent scientists and physicians as a means to supplement the textual record and enhance access to scientifically complex information represented in individual manuscripts collections. Vendor Requirements Independently, and not as an agent of the Government, the contractor shall furnish all materials, personnel and services (except as otherwise specified herein) necessary for NLM archival of original manuscript materials, as well as the selection and conversion to electronic format of a variety of archival sources, including textual, photographic, and audiovisual materials. The resulting digital objects and text will be incorporated into NLM's collections of online resources. Archival and digital archival work will involve archival accessioning, arrangement, background research, oral histories, description, recording historical and bibliographical information about individual documents (metadata), scanning, and quality control of images and metadata for selected individual manuscript collections. These collections vary in size, physical arrangement, and variety of documentation. Current conservation standards, practiced nationally in the field of archives and manuscripts, will guide handling procedures for all materials. Examples of types of documentation to be digitized include, but are not limited to: • Typed and handwritten letters • Typed and handwritten research notes • Bound diaries, record books, and scrapbooks • Typescripts of unpublished writings • Photographs • Diplomas, certificates, and other ephemera • Sound recordings • Audiovisual recordings Specific Tasks and Outcomes Task I-Arrangement and description of assigned manuscript collections according to archival standards of processing. Outcome should result in fully arranged manuscripts collections, with documents identified and described for conservation needs and for scanning purposes, and Encoded Archival Description (EAD) archival guides for every collection developed. Task II-Background research on materials selected for Profiles in Science to enrich the description of content included on the site, including in some cases conducting oral histories of prominent scientists and physicians. Task II-Image capture and delivery, while adhering to guidelines for conservation handling during the scanning process, to produce high quality images and texts, with coherently and logically named and/or numbered files, placed in delivery directories. After the images are loaded into the Library's retrieval system, these filenames and directories will link the images to metadata and to an XML-encoded archival guide. Post processing editing and quality control of all digitization will be performed as prescribed in the Digital Manuscripts Program manual. Outcome should result in online network access, through the National Library of Medicine, to collections of digital manuscripts collections, their associated finding aids, and bibliographic records, in accordance with established national standards of quality and practice. Task III-Expansion of Tasks I and II and application of digital technology to a selected category of specialized formats and/or particularly endangered manuscript materials (i.e. oral histories, architectural records, posters, or glass-plate photographs). Outcome should result in a report on processing procedures, conservation handling, and access issues posed by the digitization of specialized categories of materials in the HMD collections. All archival tasks and digitization activities will take place onsite at the NLM. Collection collaborations, work with donors, and program related conferences may involve some local and possibly out of state and international travel. It is anticipated that the period of performance will be for a base year with options for two (2) successive one-year periods. This is a Small Business Sources Sought Notice. This is not a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding: (1) the availability and capability of qualified small business sources; (2) whether they are small businesses; HUBZone small businesses; service-disable, veteran-owned small businesses; 8(a) small businesses; veteran-owned small businesses; woman-owned small businesses; or small disadvantaged businesses; and (3) their size classification relative to the North American Industry Classification System (NAICS) code for the proposed acquisition. Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. This Sources Sought notice is not a Request for Proposals (RFP), nor is an RFP available. Interested firms responding to this sources sought notice must adhere to the following: (a) Provide a capability statement demonstrating relevant experience, skills and ability to fulfill the Government's requirements for the above. The capability statement should contain enough sufficient detail for the Government to make an informed decision regarding your capabilities; however, the statement should not exceed 10 pages. (b) The capability statement must identify the responder's small business type and size; DUNS number; NAICS code; and technical and administrative points of contact, including names, titles, addresses, telephone and fax numbers, and email addresses. (c) All capability statements must be submitted electronically no later than 4:30pm Eastern Standard time on Friday August 10, 2012 to Ms. Uyen Phuong at phuongu@mail.nlm.nih.gov. Disclaimer and Important Notes: This notice does not obligate the Government to award a contract or otherwise pay for the information provided in response. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organization's qualifications to perform the work. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. After a review of the responses received, a pre-solicitation synopsis and solicitation may be published in Federal Business Opportunities. However, responses to this notice will not be considered adequate responses to a solicitation. Confidentiality: No proprietary, classified, confidential, or sensitive information should be included in your response. The Government reserves the right to use any non-proprietary technical information in any resultant solicitation(s).
