Description
REQUEST FOR INFORMATION FEDBIZOPPS Provision A-2 (Solicitation for Information or Planning Purposes (March 2006)) The Postal Service does not intend to award a contract on the basis of this Request for Information nor pay for the information solicited. Background USPS Headquarters Labor Relations Systems manages the Uniform Program. This program serves over 385,000 uniformed employees, more than 100 certified manufacturers and 300 licensed uniform distributors. Labor Relations oversee the selection of fabric and item designs; test new items for employee feedback; oversee the certification and production of uniform items by manufactures; manage the licensing process and regulations for distributors who sell postal uniforms; and establish national policy for employees who receive uniform or work clothes allowances. This notice is issued for the purpose of seeking information about performance of certification of all manufacturers' items that produce uniform fabric and/or clothing for the Postal Service's program. The following provides a general description of the requirements that will be set forth in the RFP's Statements of Work (SOWs). The final Statements of Work will be part of a potential RFP issued to suppliers. The Supplier will provide quality assurance and technical services such as market surveys to manufacturers for USPS uniform patterns, fabric, apparel and shoes. Set standards for shades and coloring of fabrics; conducts all testing, evaluations and certification of manufactured uniform items; perform quality checks; maintain USPS uniform data base; maintains listings and samples of all certified fabrics, apparel and shoes and accessories of uniform articles. Please address the following in your response: Provide USPS with a brief overview of the company, capabilities & core competencies for the above services. Ability to provide technical expertise such as Pattern and Prototype Assistance, Textile and Biophysical Laboratory facilities and specifications updating. The supplier must have the ability to meet contract start dates and phase-in (implementation) and delivery timelines. Contract start date is estimated to be 10/1/2012. The supplier must use a documented and acceptable quality management system to monitor and measure its performance against contract requirements. The supplier must have a demonstrated record of forecasting accuracy, continuous improvement, innovation, containing/reducing costs, and a customer-centric focus. The supplier must demonstrate their ability to use industry best practices to reduce fraud and misuse through effective controls, providing quality services the most efficient way possible and providing the best value to the USPS. The supplier must demonstrate the ability to assist USPS in supporting the Postal Uniform Allowance Program (UAP).
