- JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION I. CONTRACTING ACTIVITY a. Agency Name: HQ AFSOI/XR 27130 TELEGRAPH RD QUANTICO, VA 22134 b. Contracting Activity: Department of the Air Force AIR FORCE DISTRICT OF WASHINGTON 1500 W PERIMETER DR SUITE 2750 (PKI) ANDREWS AFB MD 20762 II. NATURE AND/OR DESCRIPTION OF THE ACTION BEING PROCESSED: This is a Brand Name Justification to purchase (20) SkyWeb Premium Advanced Internet Tracking & Analysis Software. III. DESCRIPTION OF THE SUPPLIES/SERVICES REQUIRED TO MEET THE AGENCY'S NEEDS The government currently owns Orion technology GPS trackers. SkyWeb Premium is specifically designed to work with or be compatible with the trackers owned by the government. Previous software versions are not web based and cannot be accessed on-line from any PC. Obtaining SkyWeb Premium will augment the government's ability to perform its mission by significantly decreasing the risk normally incurred by employees utilizing earlier versions of GPS tracking technologies mitigating conventional close range data retrieval methods. Background The SkyWeb Premium provides Agents with a sophisticated anytime, anywhere real-time tracking platform. The software is designed to track multi-vehicles using the integrated Map-in-Map feature which leverages the Google maps to provide additional location information about targets. SkyWeb Premium provides a single integrated interface with powerful analysis tools with simple easy to run Standard Reports. The previous contract for the GPS trackers that directly and specifically collaborate with Sky Web Premium Software is FA7014-11-P-0095 (Special Service Group- Paladin Transciever Units). Performance Requirements Anytime, anywhere real tracking • Securely access tracking information on-line from any PC • Tracking using street level maps, satellite imagery or both • Define an unlimited number of boundaries, including free hand generated boundaries to allow for irregularly shaped contours in geographic regions or terrains • Independent tracking windows for currently selected/active tracks • Real-time, on-screen notifications for critical events, such as boundary enter and exit events • Integrated map-in-map display leverages Google Maps to provide additional location information about the target including Google Earth and Google Streetview. • Ease of Use • Google Maps • Multi Tracking • Boundary Configuration • POI Configuration • Alert Management • Quick Reports • Tracking Analysis • System & User Administration • 3rd Party Vendor Integrations • Compatible with the Orion technology GPS tracker. The estimated value for this requirement is $19,920 for a Base and two Option Years and appropriation type is 3400 EEIC 70210. Period of Performance: Award Date: 08/30/2012 09/17/2012-09/16/2013 09/17/2013-09/16/2014 IV. STATUTORY AUTHORITY PERMITTING OTHER THAN FULL AND OPEN COMPETITION 10 U.S.C. 2304(c) (1), as implemented by FAR 6.302-1. V. DEMONSTRATION THAT THE CONTRACTOR'S UNIQUE QUALIFICATIONS OR NATURE OF THE ACQUISITION REQUIRES THE USE OF THE AUTHORITY CITED ABOVE (APPLICABILITY OF AUTHORITY) Only One Responsible Source (FAR 6.302-1) - Maintenance support is required to ensure software updates are received and OSI can obtain technical support and training as needed. Cobham Tactical Communications & Surveillance is the sole developer and supplier of the SkyWeb Premium software. The Paladin Transcievers, which were acquired in FY11, are only compatible with Sky Web. Market Research has shown that no other company or re-seller can distribute other compatible products. VI. DESCRIPTION OF EFFORTS MADE TO ENSURE THAT OFFERS ARE SOLICITED FROM AS MANY POTENTIAL SOURCES AS DEEMED PRACTICABLE This is a commercial item manufactured by COBHAM. COBHAM currently has 2 authorized small business partners, Pro-Tech and Special Services Group, LLC. VII. DETERMINATION BY THE CONTRACTING OFFICER THAT THE ANTICIPATED COST TO THE GOVERNMENT WILL BE FAIR AND REASONABLE The Contracting Officer will make the determination on what constitutes a fair and reasonable price, which may be based on but not limited to published price lists, and/or a comparison of proposed prices found reasonable on previous purchases. VIII. DESCRIPTION OF THE MARKET RESEARCH CONDUCTED AND THE RESULTS, OR A STATEMENT OF THE REASONS MARKET RESEARCH WAS NOT CONDUCTED Searches on GSA and the Internet did not provide any information to indicate there was another manufacturer to provide software compatible with current Orion Technology GPS Trackers currently owned by the government. IX. ANY OTHER FACTS SUPPORTING THE USE OF OTHER THAN FULL AND OPEN COMPETITION See Section II above. X. LIST OF SOURCES, IF ANY, THAT EXPRESSED INTEREST IN THE ACQUISITION See Section VI above. XI. A STATEMENT OF THE ACTIONS, IF ANY, THE AGENCY MAY TAKE TO REMOVE OR OVERCOME ANY BARRIERS TO COMPETITION BEFORE MAKING SUBSEQUENT ACQUISITIONS FOR THE SUPPLIES OR SERVICES REQUIRED Based on the FAR guidance, this action will be reviewed on a per annum basis to review the market. HQ AFOSI in an attempt to continuously improve investigative and counter intelligence capabilities will continue to test and evaluate new products as they become available. XII. CONTRACTING OFFICER'S CERTIFICATION IAW FAR 6.303-2(a)(12), I certify the data supporting the recommended use of Brand Name is accurate and complete to the best of my knowledge and belief. XIII. TECHNICAL/REQUIREMENTS PERSONNEL'S CERTIFICATION In accordance with AFFARS 5306.304, I hereby approve justification to permit Brand Name Justification for SkyWeb Premium.
