Description
Contracting Office Address Department of Health and Human Services, National Institutes of Health, National Cancer Institute, Office of Acquisitions, 6120 Executive Boulevard, EPS Suite 600, Room 6068, Rockville, MD 20852, UNITED STATES. Description The National Cancer Institute (NCI) plans to procure on a sole source basis with the University of California, Berkeley, Berkeley, CA 94720 to detect protein adduct biomarkers. This acquisition will be processed in accordance with simplified acquisition procedures as stated in FAR Part 13.106-1(b)(1). Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. The North American Industry Classification System code is 541380 and the business size standard is $12M. Period of performance is for twelve months from time of award. It has been determined that there is no opportunity to acquire green products or services under this contract. Exposures to carcinogens arise from many exogenous sources and pathways, therefore, it is necessary to strengthen epidemiological studies by applying relevant biomarkers that can estimate internal doses of carcinogens. To understand environmental causes of lung cancer, unbiased methods are needed to characterize the human exposome, which represents all toxicants to which people are exposed from both exogenous and endogenous sources. Because of their greater abundance and residence times in human blood, adducts of hemoglobin (Hb) and human serum albumin (HSA) are preferable to those of DNA and glutathione for characterizing adductomes (An ‘adductome' is defined as the totality of such adducts with a given nucleophilic target.) Technologic developments with liquid chromatography/tandem MS (LC-MS/MS) now allow ultrasensitive measurements of protein adducts; these are excellent relatively long-term biomarkers of exposure and internal dose for carcinogens. The NCI conducted an exposure assessment study in Xuanwei and Fuyuan counties and is conducting a nested case-control study of lung cancer in the Shanghai Women Health Study, in which subjects were exposed to a wide range of environmental exposures. The NCI will analyze the PAH in the urine samples and apply adductomics to estimate internal doses of a wide range of exogenous and endogenous compounds that may be associated with risk of lung cancer in serum samples. The Center for Exposure Biology in University of California, Berkeley has several projects that are developing highly sensitive and accurate biomarkers using protein adducts and other biological response indicator of external environmental stress. The University of California at Berkeley is a pioneer in the emerging field of ‘Exposure Biology'. This research has led to the concept of the protein adductome, representing signatures of people's exposures to toxic chemicals. CU has developed a unique method to measure a wide range of protein adducts formed from both exogenous and endogenous sources that need to be measured under this procurement. CU has also developed a unique method (SPME-GCMS) for the analysis of large numbers of PAH compounds in a single urine sample. University of California, Berkeley is knowledgeable about all aspects required for the completion of this contract and has unique knowledge and experience that is necessary to carry out the terms of this procurement. There is no other contractor able to provide this service. This is not a solicitation for competitive quotations. However, if any interested party believes they can meet the above requirement, they may submit a statement of capabilities. All information furnished must be in writing and must contain sufficient detail to allow the NCI to determine if it can meet the above unique specifications described herein. An original and one copy of the capability statement must be received in the NCI Office of Acquisitions on or before 11:00 AM EST on August 16, 2012.
