Description
The U.S. Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), Eastern Acquisition Division and the Great Lakes Environmental Research Laboratory (GLERL) located in Ann Arbor, MI, intends to purchase one (1) each of the following: (1) FluoroProbe III (BBE Moldaenke) - Algae Analysis and Chorophyll Measurement, includes Accessories Kit, P/N BG35000-V; (2) Enhancement of maximum Depth - Up to 300m Pressure Test P/N W30017-V; (3) Water Temperature Sensor (FluoroProbe) P/N BG30056-V; (4) Transmission Sensor (FluoroProbe) P/N BG30055-V; (5) Autostart Plug - For FluoroProbe III "Metal Shell" Series P/N BG30113-V; (6) Laboratory Cable - FluoroProbe III (Approx. Length: 60cm) P/N BG30208-V; (7) Underwater Protective Cage (FluoroProbe) P/N F30170-V; (8) Workstation 25 with Stirrer (FluoroProbe) P/N BG30101-V; and (9) Calibration Cylinder (FluoroProbe) P/N BG30066-V. These items are being purchased on a sole source basis from PP System International, Inc. based on the following reasons: The BBE Moldaenke FluoroProbe is the only instrument that meets the Government's requirements. PP System International, Inc. is the only known distributor found in the United States that can provide the FluoroProbe. There are no other instruments or vendors found that met all of the Government's requirements or came close to the FluoroProbe in meeting the specifications. The FluoroProbe is a highly sensitive, submersible spectrofluorometer with automatic algae class and chlorophyll analysis. This instrument is currently being used on EPA's research vessel on the Great Lakes for similar purposes. In addition, it can be used in the laboratory to measure these same variables in cultures or lake water. It is a unique in situ spectrofluorometer which provides accurate measurements of up to 5 different algae classes and total chlorophyll in one portable unit. The FluoroProbe quickly and reliably determines chlorophyll concentration down to depths of 1000 meters making it an ideal instrument for depth profiling. It also provides CDROM (Gelbstoff) measurements with UV-LED. The measurements can be displayed on-line via a serial interface or stored in the probe (internal data logger) for subsequent analysis. There are no comparable instruments or brand of this instrument that meets the Government's needs. Firms interested in this requirement must respond to this notice by submitting demonstrated evidence of its capabilities to provide an exact match to the above products. The intended procurement is for supplies for which the Government intends to acquire under the guidelines of FAR Part 13, Simplified Acquisitions Procedures. The Government intends to solicit and negotiate with only one known source under the authority of FAR 13.106-1(b). However, all proposals received will be considered by the Government. This is not a request for proposals and there is no solicitation available at this time. The Government reserves the right to solicit bids based on the receipt of affirmative responses to this notice or issue an order to PP System International, Inc., whichever is determined to be more advantageous to the Government without further notice. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. In order to be considered, firms must furnish detailed information concerning their capability to provide this product. Interested firms should submit its name, address, point of contact, telephone number, and a brief statement regarding its capability to provide the specified microprocessor board or a microprocessor board that provides the same fit, form and function as that specified. Any responses that provide for each part other than that specified must be accompanied by descriptive literature and certified test results that show it meets the same form, fit and function of the part numbers specified above. Also include the name, telephone number, and point of contact for businesses or other Government agency to which it has previously provided the item.
