Description
The Program Executive Office for Simulation, Training and Instrumentation (PEO STRI) Project Manager Constructive Simulation (PM ConSim) has a requirement for continued development, integration, test, and Post Deployment Software Support (PDSS) activities of the Warfighters' Simulation (WARSIM) in support of the Joint Land Component Constructive Training Capability (JLCCTC). PEO STRI/PM ConSim intends to award a short-term 4 month (2 months with a 2 month option) Cost-Plus-Fixed-Fee (CPFF) contract to Lockheed Martin Global Training & Logistics (LM GTL) to fulfill this requirement. LM GTL is the only known company capable of fulfilling this immediate short-term requirement. Future WARSIM development, integration, test, and PDSS activities will be executed under the future JLCCTC development contract is being awarded as a full and open competition and is currently in the source selection process. WARSIM trains and provides mission-rehearsal capabilities for Army and Joint commanders and their staffs during war, conflict, and peacetime. The system provides the capability to train military operations in war as well as in non-war situations as enumerated in appropriate U.S. Army field manuals. The WARSIM system uses a software computer-based simulation and associated hardware to support the planning, decision-making, and operational execution of unit commanders and their staffs from brigade through theater level as well as the training events in educational institutions. The system must simulate an environment that closely replicates the lethality, stress, and complex interactions of the Battlefield. Designed and built using modern computer technology, modern software engineering techniques, and verified/validated algorithms and databases, allows units worldwide to train using their organizational real-world mission command equipment. The WARSIM system must support key Joint capabilities or interface with models that will provide key Joint capabilities that allow unit commanders and staffs to train in a realistic Joint environment. The system is also compliant with the High-Level Architecture (HLA). Continued WARSIM support is required to train Army Corps, Divisions, and Brigades. WARSIM, in support of JLCCTC, is planned for use in numerous scheduled Full Spectrum Exercises and it is imperative that such training occur when scheduled to meet mission requirements. Training delays are unacceptable and will cause a detrimental effect on the preparedness of rotating operational units to the theatre of operations. ACQUISITION APPROACH: The Government anticipates that the requirement will be fulfilled by a CPFF contract in accordance with FAR Part 6.302. The Government intends to pursue a sole source award to LM GTL under the authority of FAR 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." The period of performance for this effort is 4 months and will include a two month base award and one two-month option. RESPONSES REQUESTED: This notice is provided to verify that no other sources can meet this requirement given the immediate need for support. This notification is also provided for Contractors interested in teaming/subcontracting opportunities. Contractors who believe they are capable of meeting the performance requirements should contact the Contract Specialist by electronic mail at caryn.mcgraw@us.army.mil by 1400 hours (EST), 15 August 2012 indicating their capabilities. Capability statements should not exceed eight (6) pages (including the cover sheet, table of contents, etc). NOTICE: Contractors are advised that a determination by the Government not to compete this effort based on any responses to this notice is solely within the discretion of the Government. DISCLAIMER: This notice does not constitute an invitation for bids or a Request for Proposal (RFP) and is not a commitment by the U.S. Government to procure subject products. No funds are available to pay for preparation of responses to this notification. The Government will use the information received to determine whether other sources are available and capable to satisfy this requirement.
