Description
USPSC Program Operations Assistant requirements and QRF's con't USPSC Program Operations Assistant requirements and QRF's The Office of American Schools and Hospitals Abroad (ASHA) operates within USAID's Bureau for Democracy, Conflict, and Humanitarian Assistance (DCHA). Section 214 of the Foreign Assistance Act of 1961, as amended, established the ASHA program to strengthen schools and hospitals overseas that serve as effective centers for the demonstration of American ideas and practices. ASHA's mandate specifically targets overseas private universities, secondary schools, libraries, and medical centers. The purpose is to support U.S.-type institutions that effectively demonstrate democratic learning environments and use of U.S. state-of-the-art technologies, practices, and approaches that contribute to international development. Grants are awarded to United State sponsors for the benefit of overseas institutions. Administered centrally, ASHA is a non-regional, worldwide program. ASHA has overall responsibility for planning, programming, budgeting, implementation, and monitoring and evaluation of the grant program. Grants are made for competitively selected institutions for a variety of capital improvements and special activities. Grants are typically made for a period of one to five years depending upon the amount and kind of assistance made. ASHA's responsibility includes the authority to develop, negotiate, and execute grant agreements as well as overseeing and monitoring grant implementation, audits, and close-outs. ASHA assumes responsibility for all grant-related budget actions, undertakes international and domestic travel to the U.S. sponsors and overseas institutions as part of implementation and monitoring, and establishes and maintains official USAID files for all ASHA grants. In FY 2011, over 100 active ASHA grants were active in more than 40 countries. The purpose of this position is to serve as a Program Operations Assistant (POA) in the ASHA office.
