Description
The United Stated Coast Guard Command, Control, and Communications Service Center (C3CEN) intends to procure services of a Contractor to support system lifecycle operations, sustainment and improvements to existing systems, and maintenance tasks for the Interagency Operations Center (IOC) WatchKeeper (WK) System and the USCG Sensitive but Unclassified (SBU) Common Operational Picture (COP) System. Services include software development, integration and testing; sensor integration development and testing; project planning, system improvements and quality assurance verification, configuration management, and logistics support; specifically as these development services apply to the Smart Integration Manager Ontologically Network (SIMON) platform. This proposed procurement is for service which the Government intends to solicit and negotiate on a sole source basis to SRI International located at 333 Ravenswood Avenue, Menlo Park, CA 94025 pursuant to FAR Subpart 8.4, Federal Supply Schedules. The proposed contract action is for a continuation of previous effort provided by a U.S Navy MIPR for which the Government intends to solicit and negotiate with only one source under the authority of FAR Subpart 6.302.1 entitled Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements, because SRI developed the SIMON platform. Interested persons may identify their interest and capability to respond to the requirement or submit quotations. This notice of intent is not a request for competitive quotes. However, all quotes received within the time and date of publication of this will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. HOW TO RESPOND: In order to compete for this project, interested parties must be registered in Central Contracting Registration and submit a price quotation by 3:00 pm, ET, August 8, 2012. Offeror may submit one copy of the quote to Stephen Clark, USCG C4IT Service Center, C3CEN, 4000 Coast Guard Blvd., Portsmouth, VA 23703-2199 by mail or preferably via email. Electronic transmissions to Stephen.A.Clark@uscg.mil are preferable, but must be timely. It is the responsibility of the Offer to ensure the proposal is received by the date and time shown above. No telephone inquiries will be accepted. Interested parties are solely responsible for any qoute submission costs.
