- On a SOLE-SOURCE basis, the U.S. Department of Transportation (USDOT), Office of the Secretary, Departmental Office of Civil Rights (DOCR), plans to acquire, on a SOLE-SOURCE basis, from MicroPact Engineering, Inc., 25 concurrent user-licenses for use of, as well as maintenance for, the DOCR Entellitrak Complaints Management System. Entellitrak® is a proprietary software system and is needed for the tracking and management of civil rights cases filed with DOCR. Entellitrak® is a unified case management and business process management platform that DOCR intends to use to meet its case management, document management, and reporting needs instead of developing traditional custom software. The DOCR Entellitrak® Complaints Management System, as provided by MicroPact Engineering, Inc., has been used by DOCR for several years, and it has been configured to meet DOCR's unique case management and business process management needs; and it gives DOCR a high degree of control over DOCR's case-load. The entellitrak® proprietary software includes a robust configuration capability, which will give DOCR the flexibility to adapt to future requirements or changes to laws and regulations without the need for program changes to the source code. Further, entellitrak® also has an open architecture that allows seamless integration with other technologies in the USDOT enterprise. entellitrak® is also Section 508 compliant. DOCR does not know of any software, other than entellitrak®, that could meet DOCR's needs at the high level of quality indispensable to DOCR. Along with the entellitrak® proprietary software, DOCR intends to purchase entellitrak® maintenance services, on a SOLE-SOURCE basis, from MicroPact Engineering, Inc. DOCR does not know of any company, other than MicroPact Engineering, Inc., that could provide such maintenance services at the high level of quality indispensable to DOCR. MicroPact Engineering, Inc. has significant experience working with the Federal government and has prior USDOT‑specific case and business process management experience as well. Under the circumstances, DOCR believes that the intended awardee, MicroPact Engineering, Inc., is the only entity capable of meeting the unique case management and business process management needs of DOCR and providing the necessary maintenance support. Nevertheless, any organization which believes that it can meet DOCR's needs as outlined above, at the high level of quality indispensable to DOCR, may, not later than 11:59 PM Eastern Daylight Time August 19 th, 2012, e-mail, to James.Mowery@dot.gov and to Robert.Miller@dot.gov and Noe.Hatchuel@dot.gov, a Statement of Qualifications attempting to prove the submitter's capabilities.
