Wage Determination Standard Form 330 Map Standard Form 33 Solicitation COMMERCIAL COMBINED SYNOPSIS/SOLICITATION NINEMILE LAND SURVEY PROJECT CONTRACT INFORMATON: The USDA Forest Service in Duluth Minnesota requires the services of a State of Minnesota licensed land surveyor to provide boundary line surveys of rural class property to recover, restore, and mark the property boundary of National Forest land in Township 67 North Range 19 West, St. Louis County, within the Superior National Forest in Minnesota. This acquisition process is being conducted in accordance with the Brooks A-E Act as implemented in FAR Subpart 36.6. This procurement is Total Set-Aside for Small Business. The primary North American Industrial Classification System Code (NAICS) is 541370, which has a size standard of $14 million in average receipts. This announcement constitutes the only notice. PROJECT INFORMATION: The solicitation number AG-63A9-S-12-0016. This is NOT a Request for Proposals but a Request for Qualifications. In addition, there is a Base Bid and three optional bid items. DESCRIPTION OF WORK: The surveyor must be a licensed land surveyor in the State of Minnesota. Work may include: 1) Public Land Survey System (PLSS) Dependent Resurveys, Subdivision, of Sections, and Surveys. 2) Identification, verification, restoration, location and monumentation of original General Land Office (GLO) corners, other corners, and associated water/riparian boundaries. 3) Preparation of surveyors reports, control diagrams, certificates of survey, and corner certificates and recording fees. 4) Other miscellaneous work incidental to the surveying profession. SELECTION CRITERIA: Firms which meet the requirements described are invited to submit one original and one (1) copy of Standard Form 330, Architect-Engineer Qualifications. Qualification statements must be on (8.5 x 11), single or double spaced with a font size no smaller than 10pt. Interested parties must submit and original and one (1) copy of their qualification documents. All firms responding to this announcement will be evaluated in descending order of importance. (1) Professional qualifications necessary for satisfactory performance of required services; Is the person in responsible charge a Minnesota Licensed Land Surveyor? (2) Specialized experience and technical competence of the proposed personnel in the type of work required; Show no more than 5 examples of similar work performed within the last 10 years. (3) Location in the general geographical area of the projects and knowledge of the locality of the projects; (4) Capacity to accomplish the work in the required time; Show similar projects satisfactorily completed within the last 10 years. (5) Past performance on contracts with Government agencies and private industry in terms of cost control, quality of work, and compliance with the performance schedules. In addition to your qualifications statement, firms must provide a customer reference list with addresses and telephone numbers for all projects listed as related experience. In order to comply with the Debt Collection Improvement Act of 1996, all contractors must be registered in the Central Contractor Registration (CCR) to be considered for an award of a Federal Contract. It is also required that all contractors be registered in the Online Representations and Certifications Application (ORCA) to be considered for an award of a Federal Contract. SUBMISSION REQUIREMENTS: Those firms that meet the requirements described and wish to be considered must submit an original and one copy of the complete package (Qualifications & Solicitation).
