- Title: Establish New Remote Transmitter Receiver, Austin Straubel International Airport, Green Bay, WI Solicitation Number: DTFACN-12-R-00134 Phase: Complex Noncommercial Procurement Method: Request for Offer - SIR Posting (brief abstract): Construction of new Pre-Fabricated 20' X 30' RTR Communications Shelter with gable roofing system, shelter's foundation as well as installation of (2) 60 ft. self-supporting antenna towers, antenna tower's foundations and installation of new building's grounding system. PLEASE NOTE: THE ARCHIVE DATE DOES NOT REFLECT SOLICITATION DUE DATE. The Federal Aviation Administration (FAA) is seeking competent and qualified contractors interested in providing offers to perform work as listed in the title of the announcement, and as synopsized below. The work will consist of, but is not limited to, the following: The Contractor shall perform all work and supply all materials excluding GFM, which will include but is not limited to. 1.Supply and Install a 20' X 30' Shelter with gable roofing system. Note: The plot has been marked for the new shelter's placement but the contractor must verify with FAA, the placement prior the construction. 2.Supply and install shelter's foundation. 3.Supply and Install grounding For Entire RTR facility, as per FAA-19e std. 4.Supply and Install (2) 60ft Self-supporting 6arm antenna towers and the foundations. Materials for foundation will be supplied by contractor. Supply and install obstruction lighting on tower. 5.Supply and Install 2 power outlets on tower. Located at top of tower and bottom of tower. 6.Contractor shall install duck bank for fiber optics from New RTR site to existing man hole closest to site. 7.Contractor shall supply and install Single Mode 24 Strand fiber optic cables. Contractor shall supply one patch panel in new RTR building and connect cable in patch panels with LC connectors. 8.Supply and Install Power to shelter in conduit as per local power company standards. 9.Installation of (10) Runs of Heliax Cabling to tower. (Note: Contractor must verify distances.) 10.Supply and Install (2) J-boxes on each tower 11.Supply and Install (2) 4" conduits from shelter to each tower. 12.Grade Existing plot down 4" Removing all vegetation, 13.Apply Round up or similar product to entire existing plot. 14.Place geotextile matt over entire new plot 15.Place 6" of gravel over entire plot. 16.Supply and Install the fence and gate system for FAA RTR facility. 17.All distances, elevations and quantities and measurements are to be verified by the contractor at initial pre-bid site visit. All work shall be accomplished in accordance with the specifications and drawings. 1. This project is a total set-aside for Small Business Concerns. 2.Contract performance period is 45 days. 3.The NAICS code is 236220 - ($33.5M): Commercial and Institutional Building Construction. 4. Estimated Offer Range: $500,000 to $1,000,000. 5. The contractor is expected to perform at least 15% of the work using its own employees. 6. A mandatory pre-bid site visit is tentatively scheduled for August 28, 2012 at 1:00 PM Central Time. The exact date, time and location will be confirmed with those contractors cleared to receive solicitation packages. 7. The anticipated start date for this project will be approximately April 1, 2013. AN OFFEROR MUST MEET THE FOLLOWING GO/NO-GO CRITERIA IN ORDER TO RECEIVE A SOLICITATION PACKAGE: a. Complete and return the attached Business Declaration and Document Security Notice to Prospective Offerors. b. Offerors must have the following minimum experience and provide the following information to substantiate the experience: A listing of at least 3 past or current contracts/projects your firm performed for construction efforts, in the same size ($500,000 to $1,000,000) and scope of this project. Contracts/projects must be either in process or within the last 5 years. Scope is described above. Similar work must include FAA Centers, Towers, or other life-critical facilities. Offeror shall identify the contracting agency, (FAA, Other Federal, State, local governments, and private). You must provide the contract number or project identifier, which includes a point of contact and phone number. NOTE: Contractors must have active registration in Central Contractor Registration (CCR) before award can be made. Contractors can register at www.sam.gov/. FAILURE TO SUBMIT ALL REQUIRED INFORMATION WILL CAUSE YOUR FIRM TO BE DEEMED NON-RESPONSIVE.
