- This is a Notice of Intent to award sole source; no proposals are being requested at this time. This is a SYNOPSIS for INCREMENT 1 AND TRANSITION SUPPORT services prepared in accordance with the format in FAR Subpart 5.207 as supplemented with additional information included in this notice, FAR 6.302-1(a)(2)(ii) and FAR Part 12. The Marine Corps Systems Command (MARCORSYSCOM) currently has a requirement to procure Information Technology based services for PDSS and associated for Increment 1 and transition activities. The proposed contract action seeks to acquire the support for a for software PDSS and Transition stemming from the current design development requirements addressed under contract M67854-07-F-4912 that was previously awarded to Oracle. It is anticipated that a sole source contract will be awarded to Oracle for the purpose of providing the following objectives: GCSS-MC Increment 1 and Operational Enhanced Fielding pilot for the transition of the currently scheduled sustainment and test events and to support transition to SSC, Atlantic. Functional areas include, but are not limited to the following: transition support, post-deployment software support, infrastructure, engineering, change requests, total force implementation cutover, operational testing & evaluation support, and technical support. The NAICS code for this effort is 541152. The proposed action is for the negotiation of a follow-on sole source Time and Materials, Indefinite Delivery Indefinite Quantity type contract for a period up to one year starting by or about 30 Sep 2012. This notice of intent is not a request for proposals or an announcement of a forthcoming solicitation. However, all quotes received within fifteen (15) days after the date of publication of this synopsis will be considered. All interested parties must respond in writing with clear and convincing evidence to support their unique capabilities to provide timely and effective support this effort requires. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
