- The proposed contract action is for service and supplies for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302.-1. This Request for Quote (RFQ), N62271-12-Q-1113 for the Naval Postgraduate School is prepared accordance with in FAR 13, Simplified Acquisitions Procedures, and supplemented with additional information included in this notice. The NAICS associated with this purchase is 541330. NPS plans to award a contract to ITT Space Systems, LLC for services which provides for specialized engineering and support services for the Segmented Mirror Telescope effort at NPS. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals The NPS, Adaptive Optics Center of Excellence has a requirement for technical services to consult, support, and perform on site instructions for the NPS Government owned Segmented Mirror Telescope. This Request for Quote seeks technical and price submissions for work to be done on and off site from the NPS. The proposed quote should reflect capabilities information of meeting the minimum technical requirements, past performance information and pricing in accordance with the criteria in the Performance Based Statement of Work (SOW) included in this RFQ. Award will be a Firm-Fixed Price (FFP) purchase order for the services detailed in the accompanying SOW. Travel is anticipated. Period of Performance Estimated at 9 months from the date of award and a 9 months option period Project Details The National Reconnaissance Office (NRO) commissioned the Segmented Mirror Demonstrator (SMD) to evaluate emerging technologies for satellite-based surveillance equipment. The significant feature of the demonstrator was its 3.2 primary aperture constructed from 6 -1 meter segments. Each segment was fabricated using a nano-laminate foil bonded to a silicon-carbide substrate. The technology produced lightweighted segments requiring no time-intensive polishing and significantly reduced overall fabrication time. The segments used backside-mounted face sheet actuators (FSA) to provide active surface control of the mirror segments. Segments were adjusted for overall curvature and applying localized surface corrections for improved surface figure. In the fall of 2009 the SMD was delivered to the Naval Postgraduate School (NPS) and subsequently rename the Segmented Mirror Telescope (SMT). The SMT now serves as a testbed for NPS graduate students for research in adaptive optics and control theory. NPS will evaluate different optical surface control and phasing techniques to determine their overall strengths and limitations. Scope: NPS has been making steady progress improving the performance of the SMT in the horizontal orientation. NPS requires contractor support in the below areas to further the SMT research. a.Segment surface control and alignment using a null corrector. b.Segment surface control and alignment using aft optical sensors. c.Phasing of adjacent segments using aft optical sensors.
