- This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued. The Kennedy Space Center (KSC) has a requirement for Video and Data Transport equipment. The Video and Data Transport equipment will be used in conjunction with the existing Harris Video Fiber transport. The Video and Data Transport must be compatible with the existing Harris equipment. This notice is being issued as a Request for Quotation for the following: Basic: Minimum 10 slot chassis that can Course Wave-guide Division Multiplexer (CWDM) up to 18 signals that can transport Video/Ethernet/422 onto 1 Single mode Fiber. This equipment must be compatible with the Harris fiber cards specified in attached drawing. Specifications: 1 Rack Unit 14 channel Electrical to Optical (Quantity 1) -Min. 1 Rack Unit (RU) Frame 14ch Optical to Electrical (Quantity 1) -Min. 1 Rack Unit (RU) Frame 10 Slot Chassis (Quantity 3) -Min. 2 Rack Unit (RU) Frame -Management cards that supports Simple Network Management Protocol (SNMP) -Dual Power Supplies oMinimum 100-260 VAC (PWR-AC15/15/5/5 V), Output voltages: +/-5 V, +/-15V DC. -CWDM Multiplexer / Demultiplexer (Quantity 5) Min. of 10 slots that can have the following cards: Electrical to Optical converter and Optical to Electrical (Quantity 2 (1 each)) -2 inputs Data rate NRZ: 19.4Mbps 2970 Mbps -3G HD -Impedance 75 ohm -Connector Bayonet Neill-Concelman (BNC) -Can provide more per request Hot pluggable Small Form-factor Pluggable (SFP) senders - -SFP 1470,1510,1550,1590 (Quantity 2 Each) -SFP 1310 (Quantity 4) Hot pluggable SFP receivers (Quantity 12) -Receives any wavelength Delivery is required no later than August 30, 2012. The Government intends to acquire a commercial item using FAR Part 12. Evaluation will be based on technical acceptability and lowest price. The potential award winner will be responsible for submitting a sample to the Government to test compatibility with existing equipment. Technical acceptability will be evaluated on a pass/fail basis. The Government shall be testing the fiber wave lengths utilizing the optical-ins provided by the contractor. The contractor shall be responsible for delivering the equipment for testing. The sample will be returned to the vendor after testing. If the potential winner is not selected for award, the next low cost technically acceptable offeror shall be selected as the potential award winner until the Government issues an order for the requirement. The required delivery date is August 30, 2012. It is critical that offerors provide adequate detail to allow for evaluation of their offer. (See FAR 52.212-1(b)). Questions must be received in writing (via email) by 10:00am EST on August 3, 2012 to maile.t.krienke@nasa.gov. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An ombudsman has been appointed. See NASA Specific Note B. In accordance with FAR 19.502-1(2), this acquisition is set aside for small business. The NAICS Code and the small business size standard for this procurement are 334310, 750 employees respectively. The offeror shall state in their offer their size status for this procurement. Offers for the items(s) described above are due by August 8, 2012, 10:00 AM (EST) via email to maile.t.krienke@nasa.gov with an informational copy to allen.j.miller@nasa.gov. Response via email is required. Offers must include solicitation number, FOB destination to KSC, proposed delivery schedule, discount/payment terms, warranty duration (if applicable), taxpayer identification number (TIN), identification of any special commercial terms, and be signed by an authorized company representative. Offerors must include completed copies of the provision at 52.212-3, Offeror Representations and Certifications - Commercial Items, through the online Representations and Certifications Application (ORCA) with their offer. These representations and certifications will be incorporated by reference in any resultant contract. Prospective offerors shall notify this office of their intent to submit an offer.
