Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. STATEMENT OF WORK - PROVIDE 5 EACH COMPLETE BOAT TRAILERS TO THE U.S. ARMY CORPS OF ENGINEERS, GALVESTON DISTRICT GALVESTON, TEXAS 1.LOCATION - The equipment and services described in this Scope of Work will be utilized within the boundaries of the Galveston District, which covers the entire Gulf Coast of Texas from the Sabine River to the Rio Grande. Trailers will be used in a salt water environment on a daily basis. These trailers must be drive-on trailers and built to withstand high mileage i.e. minimum of 225 days per year at not less than 100 miles per day use. The contractor operating independently and not as an agent of the Government, shall in accordance with the terms and conditions of this contract, assemble and ship 5 each complete boat trailers to the addresses stated in each boat specification. All trailers will have some differences in dimensions i.e. length, carrying capacity and configuration to match the particular boat the trailer will be constructed for. The contractor shall insure all stamped capacities required by law on trailers are below ratings requiring a CDL (Commercial Driver License). Trailers will not be carrying weights within CDL requirements, however in order to provide trailers for high mileage usage, some components may be equivalent to those on such trailers. Trailers shall be constructed from Aluminum I-Beam (not less than 8 in. wide X 5 in. high) with 16 in. Galvanized Wheels (8 Lug Pattern). Each wheel hub shall be equipped with grease buddy bearings and have all specified technical improvements/attachments listed in accompanying specifications. This contract will be awarded with two trailers being built immediately with Options 1, 2, and 3 to be awarded within 30 days after award. Construction shall commence under this contract within 5 days after date of acknowledge of the Notice to Proceed. The Contractor shall prosecute the work diligently and complete the first two trailers in Schedule B no later than 45 days after the date of acknowledge of the Notice to Proceed. Options No. 1, No. 2, and No.3 may be exercised individually or exercised in any combination no later than 30 days after date of acknowledge of the Notice to Proceed. An additional 30 days will be added to the performance time of this contract for each Option that is exercised. 3.EQUIPMENT TO BE PROVIDED - Contractor is to provide all components, wiring, mounts, hardware, and necessary fabricated parts to each location listed in Paragraph 1. Each unit shall have not more than 100 miles on the trailer at time of delivery. 4.SUPPORT - The contractor shall provide a commercially acceptable warranty period of 2 years - on Trailers and components and 5 years on axles from date of delivery. A warranty document shall be furnished with each trailer that explains exactly what the Contractor will provide in the warranty specific to the trailer designed. 4a. Equipment Failure: The Contractor will provide replacement components or repair of equipment as set forth in the equipment warranty agreement if equipment fails or malfunction occurs throughout the warranty period of the purchased equipment. This replacement/repair shall be at no cost to the Government. 4b. Technical Support: The Contractor will provide remedies for technical issues by providing phone support or equipment replacement as set forth in the equipment warranty agreement (as noted above). 4c. Technology Upgrade: The contractor will provide equipment upgrades and notification relating to upgrades throughout the warranty period. 5.QUALITY CONTROL/QUALITY ASSURANCE - The contractor upon delivery of each trailer associated with this purchase shall insure each is in working order and meets all specifications of this contract. The contractor will deliver and insure each boat is properly fitted to the trailer being supplied. 6.PAYMENT - In Accordance with the Government terms as stated in the Request for quote. BOAT TRAILER SPECIFICATIONS The following are minimum requirements for each boat trailer purchased under this contract for the Galveston District Office. Each trailer shall be a drive-on type trailer and adjusted to fit each boat specified in attached capacity requirements, and other considerations. Trailers shall be low profile type trailers. a.Heavy Duty Aluminum I-Beam Construction b.Diamond Plate Aluminum Fenders with support bracing sufficient for a 200 lb. person to stand on. c.All Stainless Steel Fasteners d.Tri-axle configuration with galvanized, inside and out, torsion axles, equivalent to Henschen Dura-Flex Torsion Axles or better. Weight capacity of each axle shall be such that any two axles may carry the weight of the vessel in the event one axle fails or a flat occurs. e.2-5/16 Ball type connector f.Sure Lube Lubrication System (buddy bearings) g.16 or 16 inch galvanized wheels (8 lug pattern) with E-rated tires h.Stainless Brake Calipers w/CAD Rotors (Kodiak or equivalent) per wheel i.Polymar in V Assembly j.Galvanized Barge stop w/Galvanized Ladder k.Dual Lighting (lights on trailer and Guide bars). Minimum of a 2 - 2 1/2 in. dia. Galvanized Guide Bars. Lights on guides shall be mounted outward of vessel to prevent vessel from breaking lights off during loading and unloading. l.Spare Wheel, Tire & Carrier m.Weight Distribution to adjust for appropriate tongue weight of Vessel on Trailer n.Electric Over Hydraulic Brake Actuator (appropriately sized for Gross Trailer Weighted Rating) o.Composite Wood Bunks (Plastic Wood) with Neoprene/Slick Pads mounted with counter sunk stainless steel screws. p.12K lb. Electric Assisted Dolly Jack q.Electric Winch of sufficient capability to load vessel onto trailer with no assistance from motors. r.Each Trailer shall have a Diamond Plate Aluminum lockable storage box mounted on tongue sufficient to hold battery, floor jack, tools, and grease gun/grease etc. Must be strong enough to support a 200 lb. person standing on it. s.Each trailer must have a heavy duty license plate mount. The mount shall be placed on the trailer in such a manner that the license plate cannot be broken off during launch and loading of the boat. The mount must be more substantial than the average outer ring type mount normally see on trailers. It must be a solid plate that cannot flex during trainsit. Schedule B: Trailer No. 1: Northern Area Office/NO-1 Boat will be a 25 ft. (bow to transom) Sea Ark (Little Giant) with a Cathedral Hull (overall length including motors and protective bar outward of motors 29.6 ft.) Minimum GVWR: 15,000 lbs. Net Carrying Capacity or better:13,200 lbs. Height Restriction:Total height (boat on trailer) cannot exceed 13.5 ft. in order to fit in storage building Length Restriction:Must be less than 36 ft. in overall length (vessel on trailer) to fit in storage building Special Considerations:Vessel has a survey quality transducer mounted in hull 13 ft. from bow along keel and offset 0.5 ft. port side of keel. Bunks must be arranged in a manner to prevent any contact or load carrying on transducer either during launching, recovery, or on trailer storage and transit. Delivery:Delivery shall be made to the Northern Area Office (Ref. para.1) where the contractor will make any adjustments to fit the NO-1 boat. Notification of delivery shall be made to the POC 5 days prior to delivery. Schedule B: Trailer No. 2: Port Arthur Office/PA-4 Boat will be a 23 ft. (bow to transom) Sea Ark (Little Giant) with a Cathedral Hull (overall length including motors and protective bar outward of motors 29.6 ft.). Boat height is 9 ft. 6 in. Minimum GVWR: 15,000 lbs. Net Carrying Capacity or better:13,200 lbs. Height Restriction:No Height Restriction other than Normal overpass height requirements Length Restriction:No length restrictions other than any CDL (Cannot Require CDL) Special Considerations:Vessel has a survey quality transducer mounted in hull 13.5 ft. from bow along keel and offset approx. 16 in. port of keel. Bunks must be arranged in a manner to prevent any contact load carrying on transducer either during launching, recovery, or on trailer storage and transit. Current transducer is being replaced and position may change slightly. Call for updated measurement prior to placement of bunks on trailer. Delivery:Delivery shall be made to the Port Arthur Office (Ref. para.1) where the contractor will make any adjustments to fit the PA-4 boat. Notification of delivery shall be made to the POC 5 days prior to delivery. Option 1 - Trailer No. 3: Southern Area Office/CC-01 Boat will be a 25 ft. (bow to transom) Sea Ark (Little Giant) with a Cathedral Hull (overall length including motors and protective bar outward of motors 29.6 ft.) Minimum GVWR: 15,000 lbs. Net Carrying Capacity or better:13,200 lbs. Height Restriction:No Height Restriction other than Normal overpass height requirements Length Restriction:No length restrictions other than any CDL (Cannot Require CDL) Special Considerations:Vessel has a survey quality transducer mounted in hull. Current trailer bunks are 52" inside to inside and 60" outside to outside with an overall length of 106" and is sufficient to clear transducer. Bunks must be arranged in a manner to prevent any contact or load carrying on transducer either during launching, recovery, or on trailer storage and transit. Mount stainless steel pad eye to rear cross member 14 in. each side of center for Boat Tie Downs to be hooked. Delivery:Delivery shall be made to the Southern Area Office (Ref. para.1) where the contractor will make any adjustments to fit the CC-01 boat. Notification of delivery shall be made to the POC 5 days prior to delivery. Option 2 - Trailer No. 4: Bay City Area Office/Transporter Boat is 26 ft. in length (bow to transom) and is a (2003) Sea Ark Transporter 27 Flat bottom boat with drop open bow. Boat Weight 7,200.00 lbs. Minimum GVWR: 10,000 lbs. Net Carrying Capacity or better: 9,000 lbs. Height Restriction:No Height Restriction other than Normal overpass height requirements Length Restriction:No length restrictions other than any CDL (Cannot Require CDL) Special Considerations: Vessel has a survey quality transducer mounted in the hull. May need to call for offset measurement prior to bunk placement. Delivery:Delivery shall be made to the Bay City Area Office (Ref. para.1) where the contractor will make any adjustments to fit the Transporter boat. Notification of delivery shall be made to the POC 5 days prior to delivery. Option 3 - Trailer No. 5: Colorado River Lock/Tender Boat Boat will be a 20 ft. and 3 in. (bow to transom) Lantana with a Cathedral Hull (overall length including motors and protective bar outward of motors 22.0 ft.) Boat height is 8 ft. 6 in. Minimum GVWR: 10,000 lbs. Net Carrying Capacity or better: 5,000 lbs. Height Restriction:No Height Restriction other than Normal overpass height requirements Length Restriction:No length restrictions other than any CDL (Cannot Require CDL) Special Considerations:Smaller Trailer Requirements - Disregard or Change the following bullets in the Specifications List on page 3: (d) Tandem Axles...either axle may carry the weight of the vessel....
