Description
This publication serves as notice of intent to procure services for the Department of Commerce (DOC), National Oceanic & Atmospheric Administration (NOAA), National Marine Fisheries Newport Facility on a sole source basis with Washington State Department of Fish & Wildlife. The government intends to acquire services using FAR Part 13, Simplified Acquisition Procedures. Proposed contract is for micro-chemical analysis of juvenile and adult salmon sampled in the Columbia River Estuary and selected tributaries. Current efforts to recover threatened and endangered stocks of Columbia River salmon rely heavily on estuary restoration and the progress is hampered by the lack of surveys to define stock-specific salmon distributions or to quantify the relationship between estuarine rearing conditions and adult returns. This project will address the following tasks: (1) analyze the juvenile life histories of various genetic source populations of Chinook salmon sampled near the Columbia River mouth; and (2) determine the contributions of juvenile life histories to the adults returning to a diversity of Chinook salmon ESUs. Proposed vendor, Washington Department of Fish and Wildlife (WDFW) has the only available adult otolith collection from the Columbia River tributary populations required to support the objectives of this research. WDFW has established the only comprehensive adult salmon monitoring program in the state that can provide new otolith samples from multiple river basins included in this study. The WDFW Otolith laboratory has developed the only database of salmon otolith analyses employed in this study and maintains the only database of salmon otolith measurements available from previous seine surveys conducted in the lower Columbia River estuary. The North American Industry Classification System Code (NAICS) of this procurement is 541690 with a small business size standard of $14.0M. The Government intends to negotiate a firm fixed price contract with period of performance commencing approximately from date of award through May 31, 2013. It is the Government's belief that only the WDFW can complete this project. This notice represents the only official notice. This notice of intent is not a request for competitive proposals; however, all submittals received by the due date set forth in this notice will be considered by the Government. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government.
