Description
Sole Source Justification USDA-Animal and Plant Health Inspection Service (AHPIS) National Organic Program anticipates a sole source service procurement under the authority of FAR 6.302-1 (see attached justification) for the following requirement: The goal of this project is to create a guidance document and associate database - to be called the Permitted Substances List (PSL) - that clarify which substances are allowed for use in organic livestock production, according to 7 CFR Part 205. The PSL will include nonsynthetic substances and the allowed synthetic substances used in organic livestock production, an appendix of substances which the National Organic Standards Board (NOSB) has voted to be synthetic and prohibited, and an introduction that is easily understood by the target audience. OMRI is uniquely qualified for this project. It is an independent non-profit institute that reviews materials in a professional and transparent way to determine their suitability for producing, processing, and handling organic food and fiber according to 7 CFR Part 205. OMRI was started by a partnership of certifiers, the industry, and organizations with an interest in organic farming. OMRI has compiled a library of historical data, information, and resources to help develop, maintain, and inform input material decisions. This library will serve as a central resource and knowledge base for this project; no other organization is known to have this depth of information. Of particular interest to this project, OMRI publishes the OMRI Generic Materials List©, which is comprised of over 900 categories (or substances) of generic materials allowed, allowed with restrictions, or prohibited for use in organic production. The OMRI Generic Materials List© contains information about the substance, the class under which it is commonly used, use restriction or annotation, status (Allowed, Allowed with Restrictions, Prohibited), NOP rule citation, synthetic/nonsynthetic classification, and agricultural/non-agricultural classification (when applicable). It may also contain common uses, synonyms, and other identifying or important information about the compliance of the substance. The OMRI Generic Materials List© (GML) serves as the backbone of the OMRI product review process, and has served as a reference to the organic industry since 1998. In OMRI's 15 year history, it has reviewed thousands of brand name products with unique formulas and ingredients. Subsequently, OMRI's internal database of current and past OMRI brand name applications contains over 25,000 ingredients, some of which are synthetic and prohibited and most of which are nonsynthetic or synthetic on the National List. In FY2011, OMRI completed a contract for the NOP to develop a guidance document and associated database, called the Permitted Substances List (PSL), for organic crop production; this livestock project is a natural follow-on to that work. With these products and associated knowledge base, OMRI holds the unique position in the organic industry as the premier organization that can provide the necessary expertise and historical data to support the proposed guidance. Interested sources that are capable of providing the equivalent supply listed above are encouraged to submit statements of capability to the contracting office. Small business concerns are encouraged to participate. A determination by the Government not to compete this requirement based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No requests for capability briefings will be honored as a result of this notice. Interested sources who submit data are responsible for appropriately marking information if it is proprietary in nature. Please provide past performance and references regarding your ability to provide this service along with your Statement of Capability. The Government will not award a contract based on the information received, nor reimburse participants for information they provide. Information provided is strictly voluntary.
