Description
This publication serves as notice of intent to procure services for the Department of Commerce (DOC), National Oceanic & Atmospheric Administration (NOAA), Southwest Region National Marine Fisheries Service located in Long Beach, CA on a sole source basis Pfleger Institute of Environmental Research (PIER). The government intends to acquire services using FAR Part 13, Simplified Acquisition Procedures. Proposed contract will capture and tag swordfish utilizing experimental deep-set buoy gear in the nearshore waters above Point Conception in the fall of 2012. The proposed work stems directly from PIER's on-going NOAA Saltonstall Kennedy contract which tested the hypothesis that swordfish can be caught at significant depth limited bycatch using simple hook and line methods. This is a continuation of research conducted by PIER in coordination with staff from NOAA Southwest Fisheries Science Center (SWFSC) and staff from Southwest Regional Office (SWRO). PIER has designed and field tested the prototype gear being tested and the recent tagging studies conducted by PIER research team provided valuable information on swordfish movement patterns and temperature preferences. These data will be used to design the daytime buoy fishery in Southern California while simultaneously decreasing gear and bait interactions with non-target species. The North American Industry Classification System Code (NAICS) of this procurement is 541690 with a small business size standard of $14.0M. The Government intends to negotiate a firm fixed price contract with period of performance commencing approximately from date of award through March 31, 2013. It is the Government's belief that only the PIER can complete this project. This notice represents the only official notice. This notice of intent is not a request for competitive proposals; however, all submittals received by the due date set forth in this notice will be considered by the Government. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government. This is a simplified acquisition. ****The Western Acquisition Division, requires that all contractors doing business with this Acquisition Office be registered with the Central Contractor Registry (CCR) as of October 1, 2003.
