STATEMENT OF WORK Medical Gas Isolation for the Third and Fifth Floors VA Medical Center, Manchester, NH OVERVIEW: The purpose of this project is to disconnect the branches of the oxygen, medical air, and vacuum systems serving the third and fifth floors of Building 1. These floors are no longer patient care areas and do not require these systems. TASK: For each medical gas system (oxygen, medical air, and vacuum) on the third and fifth floors of Building 1: "Disconnect the branch of the service for the floor. Install a brazed cap on the cut end of the abandoned pipe. "Install a new service valve on the branch off of the riser. Leave enough of an extension downstream of the valve to allow for recutting and brazing, in accordance with NFPA 99, 2012 edition, paragraph 5.1.4.10.2. Install a brazed cap at the end of the pipeline. "Once the service is disconnected, label all alarm panels, zone valve boxes, and outlets/inlets as "Not in Service." Labels shall be approved by the project COR before being applied. See Appendix A for a list of locations of these items. The medical gas systems must pass third party certification and be put back into service prior to project completion. The contractor shall be present during the third party certification. This project includes all work required to perform the tasks above, including system shut downs, purging, maintaining system cleanliness, taking care of any issues with the alarm panels, and disposal of waste. See Appendix B for photos of existing conditions. SCHEDULING: All work requiring a medical gas riser to be shut down shall be conducted outside of normal business hours, which are 7am - 4:30pm, M-F. All work shall be scheduled 2 weeks in advance. SUBMITTALS: The contractor must receive approval of the following submittals before starting work: "Company Safety Policy "Activity Hazard Analysis (AHA) for the work. See Appendix B for an AHA form. "Documentation that the person(s) performing the work is licensed in the State of NH to work on medial gas systems. "10-hour OSHA training certification for the person(s) performing the work. "Cut sheet for the valves to be installed. The VA requires a two week review period for all submittals. OTHER CONSIDERATIONS FOR A PROPOSAL: All work shall be completed in accordance with NFPA 99, OSHA, and all other applicable federal, state, and local regulations. Applicable VA publications and design manuals are available to the successful bidder at www.va.gov/facmgt. VA personnel familiar with the facility's physical plant and structures will be available during the field investigations. It is expected that the Contractor will view the site and verify all information necessary for the development of the work plan. The Contractor shall set up appointments with the COR for these site investigations at least three (3) workdays in advance of the date of the planned visit. All debris shall be transported from the work site in covered containers. Dumpsters also must be covered while they are on VA property. Any work impacting life safety shall be scheduled a minimum of two weeks in advance. This includes, but is not limited to, any work requiring a shutdown of the fire alarm or sprinkler system, any work that will leave a clear path less than four feet wide in a corridor, any work involving lifting (crane) operations, and any work that will close a building exit. Construction activities are not to interfere with patient care or the operation of this facility. An Infection Control Risk Assessment (ICRA) will be completed before the start of the project. The contractor shall comply with the requirements set for by the ICRA. End of day clean up of the work area(s) is mandatory. There will be no exception to the daily clean up requirement. Construction waste will be appropriately stored. Storing construction waste near a storage trailer is not permitted. Hot Work Permits (for welding, brazing, soldering, torch cutting, etc.) are to be applied for through the COR. Penetration permits for any wall or slab penetrations shall also be required. If the Activity Hazard Analysis includes requirements for respirators, fall prevention, hazardous materials, lockout / tagout, or confined space entry, than the Contractors written programs must be included in the document. All hazardous materials must be submitted for review and approval by the Medical Center before they can be brought on site. Where ever possible, it is anticipated that the least hazardous materials necessary will be used. There is no internal bulk storage on VA property. However, there is some space for parking storage trailers, permission for which must be applied for through the COR. The contractor must furnish their own storage trailers. Contractor vehicles, including those of their employees, are to be parked in Lot D. Smoking is permitted only in designated locations.
