- The Division of Contract Services (DCS), on behalf of the Department of Labor / Employment and Training Administration, intends to award a Sole Source contract under the authority of FAR 6.302-1 - Only One Responsible Source and no other supplies or services will satisfy agency requirements, to the National Governors Association Center for Best Practices, Hall of States, 444 N. Capital Street, Suite 267, Washington, DC 20001-1512. This demonstration project will facilitate the transition of service members who are entering (or re-entering) the civilian workforce, by: 1) organizing a real-world demonstration for occupational licensing and certification in states with high numbers of unemployed veterans, 2) conducting a cost study that focuses on a set of key occupations; and 3) combining a variety of research efforts currently underway and that are aimed at documenting equivalencies (or gaps) between skill attainment gained through military education, training, and work experience, and civilian workforce requirements and credentials. Through cooperative efforts with states, this demonstration will be designed to help obtain the appropriate documentation of equivalent military skill attainment that can be compared against various civilian requirements, including costs, to ensure the granting of maximum credit for prior skill attainment while serving in the armed forces and to test modified approaches to providing partial credit, or provisional or temporary credentials so that a returning service member can begin working in the occupation while fulfilling the remaining civilian requirements. Baseline information will be identified and collected for the following goals: • Create accelerated credentialing processes to reduce or eliminate any barriers to providing certifications or licenses to veterans who acquired any skill, training or experience while serving as a member of the Armed Forces in a military occupational specialty selected for the Demonstration Project that partially or wholly satisfies the Federal, state, or industry requirements for the professional credential. • Increase the number of credentials attained by military service members returning to or entering the civilian workforce • Reduce the number of unemployment insurance claims by military service members returning to or entering the civilian workforce. • Reduce the length of time for which veterans receive Unemployment Insurance benefits. • Reduce the amount of costs associated with credential attainment. Services to be performed under Contract include reducing or eliminating licensing and certification barriers within a state that preclude veterans from transitioning to professional credentialed employment while reducing as much as possible additional expense, time and frustration. The contractor shall develop a Performance Work Statement (PWS) including tasks and deliverables for the development, implementation, and evaluation of the Veterans' Licensing and Certification in Demand Occupations Demonstration Project. Task 1 - Project Initiation and Implementation Objectives Task 2 - Demonstration Project Design Objectives Task 3 - Work Plan Development Objectives Task 4 - Evaluation Plan and Report Objectives Task 5 - Technical Subject Matter Expertise Objectives Task 6 - Management Information System Development Objectives This action will result in a Fixed Price contract with a twelve (12) month period of performance and two (2) additional 12-month option periods. This notice of intent to award a Sole Source contract is not a request for competitive proposals. There is no solicitation document. No RFP will be available for competitive proposals. Phone calls will not be accepted. The anticipated award date is September 28, 2012.
