Description
The Federal Aviation Administration (FAA), William J. Hughes Technical Center (WJHTC) has a requirement for the following: General Description: Independent Lab Services for aviation gasolines, experimental fuel blends and additives, turbine fuels, alternative turbine fuels and lubricating oils. Specifications: See attached Statement of Work. The FAA intends to compete this requirement under the authority of FAAAMS, Section 3.2.2.5, Commercial and Simplified Purchase Method. The award will be a "Not To Exceed," Firm Fixed Price Purchase Order to a single vendor with a period of performance of two years. Vendors are asked to fill in the attached pricing table. The successful offeror's pricing table will be used as a menu for ordering tests in the future. In addition to the Pricing Table, Vendors should submit the following: 1.Statement that all work to be performed will be done at the laboratory facility without the use of a third party or subcontracted facility. 2.Statement that all work to be performed will be done in the Continental United States. 3.A description of the experience your company has in performing ASTM D2700 motor octane method testing (all procedures within D 2700) for fuels above and below 100 MON, ASTM D 909 Supercharge rich Performance Number testing for piston aviation fuels including for experimental high-aromatic and unleaded base fuels, cetane index and cetane quality ASTM tests (including ASTM D613, D6890, D7170, D976-80). Offers will be evaluated as follows: The vendor with the lowest price (based on adding the price of performing one, of each individual test, for each year of performance), that has provided the statements and experience listed above will be considered the successful offeror. This in no way obligates the Government to order any work. Please email quotes by 2 p.m. Eastern Standard Time on August 9, 2012, to kimberly.proko@faa.gov.
