The attached Request for Proposal (RFP) is being issued for non-personal services to provide all personnel, equipment, tools, materials, supervision, licenses, certifications, and other site services necessary to perform the Supply, Vehicle Maintenance, and Vehicle Operations functions at Sheppard AFB TX. Please see the attached Performance Work Statement (PWS), (broken down in four (4) sections), at attachment 2, for a summary of the required services. We anticipate a one month mobilization period scheduled to begin 01 Dec 2012. The contract shall be for a nine (9) month base period beginning 01 Jan 2013 and will include four (4) one-year option periods. Proposals are due no later than 3:00 p.m. CST, 30 Aug 12. The anticipated award date is on or about 19 Nov 12. A site visit is scheduled at 0800 on 8 Aug 2012, Bldg. 1662, Tandy Weaver Training Room, Sheppard AFB TX. Bidders/offerors wishing to attend the site visit shall e-mail Traci Pierce at traci.pierce@sheppard.af.mi with their full name, telephone number (cell phone number), driver's license number, date of birth, and company name not later than 12:00 p.m. 3 Aug 2012. Bidders/offerors should be at the Missile Road Visitor Center no later than 0730 with their driver's license. Bidders/Offerors will be escorted to Bldg. 1662 for a briefing. Bidders/offerors will then be escorted to view the work site and present pertinent questions. Bidders/offerors are encouraged to visit the site and take such other steps as may be reasonably necessary to ascertain the nature and location of work and the general and local conditions that can affect the work or cost thereof. Failure to do so will not relieve bidders/offerors from the responsibility for estimating properly the difficulty or cost of successfully performing the work. The government will assume no responsibility for any understanding or representation concerning conditions made by any of its officers or agents prior to the execution of the contract, unless included in the invitation for bids/request for proposals, the specification, or related documents. Be advised the government will not pay for any travel, lodging, or per diem associated with the site visit. All cost associated with the site visit will be solely at the expense of the respondents. No basis for a claim against the government shall arise because of the site visit. All questions pertaining to this RFP, or any of its attachments, shall be submitted on the Question and Comment Form found in Attachment 6 and submitted by e-mail, (preferred method) or mail/courier to the address in paragraph 2 above not later than 12:00 p.m. CST on 13 Aug 2012. The Government reserves the right to disregard questions submitted in other formats. Amendments and other miscellaneous documents will be posted to the Federal Business Opportunities website at http://www.fbo.gov. It is the responsibility of each offeror to review the web page for notice of amendments, updates, or changes to current information. This acquisition will be set-aside for a Service Disabled Veteran Owned Small Business (SDVOSB) and will be evaluated using a Performance Price Trade-off approach. All responsible SDVOSB firms may submit a proposal which shall be considered. A source selection will be conducted per DoD Source Selection Procedures and Air Force Federal Acquisition Regulation Supplement (AFFARS) Mandatory Procedures (MP) 5315.3 at Sheppard AFB TX. Contact with government personnel, other than the 82 CONS contracting personnel listed below, by a potential offeror or their employees regarding this project is strictly prohibited. In order to be eligible for award, registration under the correct North American Industry Classification System (NAICS) code in the Central Contractor Registration database is required. To register, go to http://www.sam.gov. The North American Industry Classification System (NAICS) code for this solicitation is section 561210. The small business size standard is $35.5 million. There will be no public bid opening. Directions for proposal submission are included in Addendum to 52.212-1, of the RFP entitled "52.212-1 - Instructions to Offerors-Commercial Items, Addendum to 52.212-1, Proposal Preparation Instructions".
