- Posted Date: August 1, 2012 Procurement Office: U.S. Environmental Protection Agency, Superfund RCRA Procurement Operations Division (3805R) 1200 Pennsylvania Avenue, NW Washington, DC 20004 Response Date: August 7, 2012 The U.S. EPA\ORD\NERL\ERD-Athens Laboratory requires the use of existing portable water samplers for sampling water from rivers and streams for a new bacteriological and sediment project during baseflow and high run-off conditions. ERD currently has multiple ISCO portable samplers in use in the field and has the need to upgrade and replace some of the hardware and software on some of the existing samplers for the upcoming field project in the South Fork Broad River. In accordance with FAR 13.106-1(b)(1), The U.S. EPA\ORD\NERL\ERD-Athens Laboratory, intends to award a sole source fixed-price purchase order to Teledyne/ISCO. The laboratory requires the use of existing portable water samplers for sampling water from rivers and streams for a new bacteriological and sediment project during baseflow and high run-off conditions. ERD currently has multiple ISCO portable samplers in use in the field and has the need to upgrade and replace some of the hardware and software on some of the existing samplers for the upcoming field project in the South Fork Broad River. The justification is as follows: Due to proprietary reasons, the parts requested will not fit or operate correctly when installed on the existing equipment if purchased from another manufacturer as these parts are designed by Teledyne/ISCO specifically for samplers made by Teledyne/ISCO. Since ERD already has an old version of the software SN: 199A01288 (proprietary to Teledyne/ISCO equipment) needed to download data from the samplers, the manufacturer is allowing a cost savings of $1200.00 for the new software version. Using existing equipment is a significant cost savings to the government. It is estimated that the total replacement of the samplers in question would be more than double the amount requested for upgrading the existing samplers in question. Additionally, other accessories (ie: bottles, bottle configurations already on hand) can still be used, resulting in an even greater savings to the government. NO SOLICITATION OR REQUEST FOR QUOTE (RFQ) IS AVAILABLE. Notwithstanding, any firm that believes it is capable of meeting EPA's requirement as stated herein may submit a capability statement, which if received within five (5) calendar days of the date of this announcement will be considered. Responses to this posting must be in writing and provide clear and convincing evidence that competition would be advantageous to the Government. A determination not to compete the proposed purchase order based upon the responses to this notice is solely within the discretion of the Government.
