Description
The Naval Supply Systems Command (NAVSUP) Fleet Logistics Center (FLC) Norfolk, Contracting Department, Philadelphia Office intends to acquire, through full and open competition, technical, compliance, IT programming and governance, financial, and policy analysis services in support of the Chief of Naval Operations (OPNAV), Energy and Environmental Readiness Division (N45). This requirement is for the procurement of professional services in the areas of project management, policy analysis, energy and environmental analysis, engineering, IT, programming, public affairs, and administrative assistance in support of N45 ™s mission. Their mission is to provide the Navy with energy, environmental, radiological and readiness sustainment and compatibility leadership through resource and assessment sponsorship, monitoring, evaluating, and shaping domestic legislation and regulations, and shaping international policy. OPNAV N45 develops, advocates, and assesses energy, environmental, radiological, and readiness sustainment and compatibility policy and guidance, resources environmental manpower and projects, and utilizes technology to ensure the Navy ™s ability to effectively operate worldwide in an environmentally responsible and energy efficiency manner both afloat and ashore. The work objectives to be performed under this contract are to provide technical, scientific, engineering, and IT expertise in support of energy and environmental policy analysis, monitoring regulatory developments, Planning, Programming, Budgeting, and Execution (PPBE) as it relates to energy and environmental concerns, analysis of the potential environmental consequences of Navy actions, studies and analysis concerning environmental areas both ashore and afloat, Navy outreach efforts to promote energy and environmental programs, and IT support of web-based databases and libraries. The total estimated annual Level of Effort for this requirement is 61,920 hours (per year). Based upon market research, the Government is not using the policies contained in FAR Part 12, Acquisition of Commercial Items. However, interested parties may identify to the Contracting Officer their interest and capability to satisfy the Government ™s requirement with a Commercial item. Under this requirement, the Government intends to make multiple awards for the entire contract. The awarded contracts will be Cost-Plus-Fixed-Fee (CPFF) - Indefinite Delivery, Indefinite Quantity (IDIQ) type contracts with a base ordering period beginning around 15 February 2013 and continuing through 14 February 2014. The resultant contracts will include two (2) additional twelve (12) month option periods. The Request for Proposals (RFP) will require the submission of a technical volume as well as a cost/price volume. The RFP will consider the offeror ™s performance approach, corporate experience, past performance, personnel resources, management approach, and socio-economic plan as the evaluation factors. The North American Industry Classification System (NAICS) Code is 541990; size standard $7M. The FSC is R499. All responsible sources may submit a proposal, which will be considered by NAVSUP FLC Norfolk, Contracting Department, Philadelphia Office. The RFP will be made available electronically upon its release at www.neco.navy.mil. Paper copies, faxed copies, or e-mail copies of the solicitation will not be provided. Interested parties are solely responsible for monitoring the above website for posting of the RFP and any amendments thereto. The Government will not pay for information received. It is anticipated that the solicitation will be released on or around 23 August 2012. The closing date for the receipt of offers will be set forth in the RFP. Offerors must be registered in the Central Contractor Registration (CCR) database to be considered for award. See www.ccr.gov for further information and instructions. Further, offerors are required to go on-line to the Business Partner Network at http://orca.bpn.gov to complete their Online Representations and Certifications Application (ORCA) prior to submittal of a proposal.
