- This publication serves as notice of intent to procure services for the Department of Commerce (DOC), National Oceanic & Atmospheric Administration (NOAA), National Marine Fisheries Service Santa Rosa Area Office located in Santa Rosa, CA on a sole source basis with Stillwater Sciences Inc. The government intends to acquire services using FAR Part 13, Simplified Acquisition Procedures. Proposed contract is to provide science support for Upper Yuba River Anadromous Fish Reintroduction Implementation Plan. The proposed contract will address the following tasks: 1.) Yuba River Habitat Assessment Science Report Supplement using RIPPLE computer mode, including sensitivity analysis; 2.) Address stakeholder comments concerns and describing result of sensitivity analysis; 3.) Assist NMFS with two public presentations of science results to interested and responsive stakeholder groups. Stillwater Sciences was under contract with NMFS between 2009-2012 for the purpose of developing and utilizing a spatially-explicit GIS-Based computer model called RIPPLE to generate a science-based report that describes existing and future potential habitat carrying capacity for anadromous fish in the upper Yuba River watershed of California's Sierra Nevada mountain range, within the Tahoe and Plumas National forest preserves. This project requires further development of scientific work begun by Stillwater Sciences Inc. in 2009 in which Stillwater Sciences developed a particular computer modeling platform along with specialized knowledge accumulated by the firm over time that would be adapted to the Yuba watershed investigation. The North American Industry Classification System Code (NAICS) of this procurement is 541690 with a small business size standard of $14.0M. The Government intends to negotiate a firm fixed price contract with period of performance commencing approximately from date of award through September 30, 2013. It is the Government's belief that only the Stillwater Sciences Inc. can complete this project. This notice represents the only official notice. This notice of intent is not a request for competitive proposals; however, all submittals received by the due date set forth in this notice will be considered by the Government. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government. This is a simplified acquisition. ****The Western Acquisition Division, requires that all contractors doing business with this Acquisition Office be registered with the Central Contractor Registry (CCR) as of October 1, 2003.
