Description
This publication serves as notice of intent to procure services for the Department of Commerce (DOC), National Oceanic & Atmospheric Administration (NOAA), National Marine Fisheries Service Hammond Facility located in Hammond, OR on a sole source basis Clatsop Community College. The government intends to acquire services using FAR Part 13, Simplified Acquisition Procedures. Proposed contract is to provide a commercial vessel to conduct both oceanographic measurements and deploy/retrieve instrument moorings. The requirements of the research vessel are outlined herein: 1. Able to operate on short notice during months of September-November in order to take advantage of narrow weather windows; 2. Required onboard instrumentation: A. Acoustic Doppler Current Profiler B. Flow-through near-surface salinity and temperature instruments. C. Electro-mechanical cable for real-time CTP profiles and 3. Required equipment. A. Winch system capable of operating benthic sled. B. Ability to deploy and retrieve acoustic nodes. Clatsop Community College operates R/V Forerunner, a 65 ft. converter trawler which is specially outfitted with instrumentation and data processing capacity ideally suited for research cruises in the Columbia River and nearshore ocean. The vessel operators make routine trips to conduct science surveys, retrieve and deploy instruments, and provide technical services required in these challenging conditions. The realtime data telemetry and processing is a proprietary service. The North American Industry Classification System Code (NAICS) of this procurement is 487210 with a small business size standard of $7.0M. The Government intends to negotiate a firm fixed price contract with period of performance commencing approximately from Sept 1, 2012 through November 30, 2012. It is the Government's belief that only the Clatsop Community College can complete this project. This notice represents the only official notice. This notice of intent is not a request for competitive proposals; however, all submittals received by the due date set forth in this notice will be considered by the Government. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government. This is a simplified acquisition. ****The Western Acquisition Division, requires that all contractors doing business with this Acquisition Office be registered with the Central Contractor Registry (CCR) as of October 1, 2003. In order to register with the CCR and to be eligible to receive an award from this acquisition office, all offerors must have a Dun & Bradstreet Number.
