Description
CONTENT OF PROPOSALS The proposal shall be subdivided into the following sections, in order listed, and shall be written to match the following format: •1. Technical •2. Price 1. Technical - Offeror shall provide descriptive literature or a narrative stating that they shall provide new production units of the various Optical Measurements and Spectrum Analyzer SE in accordance with the Statement of Work along with the manufacturer's commercial warranty. Delivery of all items shall be in accordance with the delivery schedule found in Section F of the solicitation. 2. Price - The offeror shall provide separate price information containing prices for each and every line item as designated in Section B of the Solicitation. The offeror shall ensure that all certifications and representations with Section K of the solicitation have been accurately completed. NOTE: The offeror shall provide sufficient information to support its price as well as an explanation of all ground rules and assumptions that affect the price estimates. Any apparent imbalances in the pricing, high or low proposed prices as compared to historical data, or any other anomalies should be fully explained. The Government may determine that an offer is rejected if the prices proposed are materially unbalanced between the line items or sub line items. An offer is materially unbalanced when it is based on prices significantly understated for some items and overstated in relation to the price for other items. Award may be made from initial offers without discussions. EVALUATION FACTORS FOR AWARD •1.0 GENERAL The Government intends to make an award to the responsive, responsible offeror proposing the lowest price for supplies or services that meet the requirements of the solicitation. •2.0 EVALUATION PROCESS All proposals will be evaluated for technical acceptability. Proposals that do not conform to the requirements of the solicitation may be rejected without further evaluation, deliberation or discussion. The low priced, technically acceptable offer submitted by a responsive, responsible offeror will be awarded the contract. Award may be made from initial offers without discussions. •3.0 EVALUATION FACTORS FOR AWARD 1. Technical - Offeror shall provide new production units of the various Optical Measurements and Spectrum Analyzer SE in accordance with the Statement of Work along with the manufacturer's commercial warranty. NOTE: The Government may determine that an offer is rejected if the prices proposed are materially unbalanced between the line items or sub line items. An offer is materially unbalanced when it is based on prices significantly understated for some items and overstated in relation to the price for other items. •4.0 DEFINITIONS Technical Acceptable/Unacceptable Ratings Rating Description Acceptable Proposal clearly meets the minimum requirements of the solicitation. Unacceptable Proposal does not clearly meet the minimum requirements of the solicitation.
